Duties Description The Public Health Field Service Representative 1/Trainee is part of the Division of Vaccine Excellence (DOVE) field staff team in the Central New York Region. The incumbent will educate and assist local public health staff, immunization providers and the general public in the area of immunization and vaccine preventable diseases. The primary function will be to conduct activities to ensure compliance with Vaccines for Children (VFC) Program requirements. Additionally, will conduct new enrollment, unannounced storage and handling, and education visits to enrolled Vaccines for Children (VFC) health care providers to ensure providers are meeting VFC Program requirements.

Minimum Qualifications Transfer: Current NYS Department of Health (DOH) employee with permanent or contingent-permanent status as a Public Health Field Services Representative 1 (G18), OR current NYS DOH employee with one year or more of permanent, contingent-permanent competitive or non-competitive service as a Public Health Representative 2 (G16) or Public Health Representative 3 (G18) and eligible for transfer under Section 70.1 of the Civil Service Law OR current NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at or above G11 and eligible to transfer to Public Health Field Service Representative Trainee 1 under Section 70.4 of the Civil Service Law by having a specialized bachelor’s degree and obtained a passing score on the current NYS Department of Civil Service Professional Career Opportunities (PCO) select titles eligible list# 50-002, or Public Health Field Services Representative Trainee 1 list# 00-501.

NY HELPS* To be eligible for a NY HELPS appointment, the candidate must have:

Public Health Field Services Representative Trainee 1: Four years of experience performing or supervising on-site reviews of public health programs to ensure compliance with state and federal public health laws, rules, regulations, and guidelines; monitoring the provision of public health programs and services; providing education and training on public health issues to a variety of groups; and providing technical assistance to local health organizations in developing quality public health outreach, control, prevention, and intervention programs in such areas as immunization, sexually transmitted diseases, and tuberculosis control.

Public Health Field Services Representative Trainee 2: A Five years of experience performing or supervising on-site reviews of public health programs to ensure compliance with state and federal public health laws, rules, regulations, and guidelines; monitoring the provision of public health programs and services; providing education and training on public health issues to a variety of groups; and providing technical assistance to local health organizations in developing quality public health outreach, control, prevention, and intervention programs in such areas as immunization, sexually transmitted diseases, and tuberculosis control.

Public Health Field Services Representative: Six years of experience performing or supervising on-site reviews of public health programs to ensure compliance with state and federal public health laws, rules, regulations, and guidelines; monitoring the provision of public health programs and services; providing education and training on public health issues to a variety of groups; and providing technical assistance to local health organizations in developing quality public health outreach, control, prevention, and intervention programs in such areas as immunization, sexually transmitted diseases, and tuberculosis control.

Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Degree fields: behavioral health/science, biochemistry, biological science, biology, biostatistics, biotechnology, chemistry, community health, counseling, education, epidemiology, health administration, health communication, health education, health promotion, health science, health and wellness, human services, humanities, infection control/prevention, microbiology, molecular biology, nursing, nutrition, occupational health, physical therapy, physics, pre­med, psychology, public health, public policy, social work, sociology, statistics, or substance abuse counseling.

Preferred Qualifications: Bachelor’s degree in public health or epidemiology. Knowledge of immunization and vaccine preventable disease. Ability to work independently. Public health field experience, and experience working with county health officials and private health care providers. The candidate must be highly motivated, possess excellent written and oral communication, interpersonal and organizational skills. Preferred candidate will demonstrate experience in monitoring government contracts, working with stakeholder coalitions, facilitating large groups and/or administration of health programs. Strong computer and database skills are required.


Additional Comments Frequent travel, including overnights and travel to areas that may not be served by public transportation is required.

Contingent Permanent, competitive, full-time. Two year traineeship leading to a G18. Transfer candidates may be asked for SSN to verify title history and eligibility.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
