Duties Description Under the general direction of the Director of Internal Affairs, the incumbent assists in the administration of a comprehensive investigative program focused on maintaining the highest standards of integrity and accountability within the Department of Taxation and Finance. Assists in the development and implementation of investigative programs that detect and deter serious and/or criminal misconduct by Department employees or contractors, vendors, or others who attempt to corrupt the tax administration process, to include investigations into theft/misuse of information, bribery, embezzlement, disclosure or unauthorized use of tax information, kickbacks, misuse of government funds and property, employee tax evasion, malfeasance, misfeasance or nonfeasance by Department officials, and discrimination .
Minimum Qualifications Mandatory Requirement: Candidates must be eligible for appointment as a NYS Peace Officer and qualified to carry a firearm. Under Federal Law, an unpardoned felon is ineligible to carry firearms. Conviction of a felony or misdemeanor may bar candidates from appointment depending upon the relationship of the violation of law to the duties of the position. Excellent written and oral communications skills.
Candidates must possess a valid New York State driver’s license and be able to drive government vehicles. Traveling throughout New York State via car, train or other forms of mass transit will be required. Overnight travel is also required.
Preferred Qualifications: Bachelor’s Degree including a concentration in Criminal Justice or a related field. Managerial experience in a government agency. 10 years of experience in criminal investigations, that includes white collar crime and/or financial fraud. General knowledge of NYS Criminal Justice System and NYS criminal laws. Familiarization with NYS Equal Employment Opportunity and statutes as related to investigation of discrimination allegations. Experience in writing policies and procedures and developing performance analytics. Basic knowledge of computer forensic tools and analytics, and legal parameters that guide acquisition of electronics and digital media/evidence. Familiarization with technology tools used in current investigations associated with criminal behavior.
Additional Comments This is an exempt position classified as a Confidential Investigator 1, NS but will function as the Assistant Director of Internal Affairs.
