Duties Description The Data Management Section of the GIS and Data Bureau is responsible for maintaining non-spatial Agency database connections and collections used to tell the story of the Agency and support business decision-making. The Section coordinates with other Bureaus to ensure the availability and integrity of Agency data.

Under the direction of the Program Research Specialist 2 (PRS2) Data Management Section lead, the Program Research Specialist 1 (PRS1) will develop and maintain critical agency databases such as the recreational facility inventory, park profiles, the master repository and others. The PRS1 will also be responsible for assisting with the development of data governance and contributing to an agency data strategy.

The PRS 1 will assist the PRS2 with the development and implementation of DESP’s data collection governance in conjunction with the GIS Section and the Statistics Section which includes:
• Assisting with the coordination of data collection efforts including standardization across the agency
• Assisting with the development of metric collection and tracking
• Assisting with the development of and implementing data governance which includes standards and guidelines for data collection, storage, analysis and reporting
• Conducting statistical analysis and reporting on data
• Defining and supporting visualization tools

They will provide technical expertise and support of automation tools including but not limited to Python and Power Automate as well as the automation of routine tasks such as data backups in ArcGIS Online.

Duties include but are not limited to:
• Under the guidance of the Program Research Specialist 2, implement a system maintenance protocol that includes automating processes, managing data migration, and troubleshooting data issues.
• Assist with the development and maintenance data governance which includes defining data policies, cataloguing datasets, and ensuring high accuracy and consistency across systems.
• Assist with collection, production, review and analysis of Agency datasets.
• Assist with the development and implementation of Agency data infrastructure that ensures data accuracy, security, and accessibility to support business decisions.
• Assess the content of data systems to ensure that they support the analytic needs of the agency.
• Assist with the development of data-oriented systems to meet agency needs, including developing procedures and policies for data management, and assisting colleagues in performing data-related tasks.
• Assist with the development of standards of operation for handling and archiving data.
• Provide recommendations and actively participate in all phases of data collection, data analysis studies, and production.
• Recommend, prepare, monitor, and disseminate metrics to track progress toward Agency goals.
• Perform data manipulation tasks with quantitative data, such as data construction, merging data files, and data cleaning.
• Identify relationships and trends in data, and any factors that could affect the results of the research or analysis.
• Additional duties as assigned

Program Research Specialist Trainee 1, SG-14:

A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics**, research methods, or statistics.

Program Research Specialist Trainee 2, SG-16:

A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics**, research methods, or statistics, and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data.

Program Research Specialist 1, SG-18:

Either 1. A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics**, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

OR

2. A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, *mathematics, research methods, or statistics AND one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Additional Comments Preferred qualifications:

Previous related coursework or professional experience in research methods, data visualization, predictive analysis, data science, data collection and analysis, SQL, visualization tools, proficiency in Python/R, advanced Excel, database management, and strong communication skills to explain findings to stakeholders are also helpful.

*NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
