Duties Description Under the direction of Data Analyst 4 (M-4), the Data Analyst 3 (SG-27) in the Bureau of Data Analytics and Automation is responsible for, but not limited to, the following:
• Principle Algorithm Development and Implementation for OALTC Programs:
o Serve as the primary subject matter expert and central point of contact for all OALTC programs regarding the development, refinement, and implementation of algorithms and methodologies used to analyze OALTC licensed program data.
o Translate program-specific needs and strategic objectives into robust analytical models and data-driven methodologies.
o Ensure the accuracy, validity, and reliability of algorithms used for program evaluation and operational decision-making.
• Define and Monitor Key Performance Indicators (KPIs) for OALTC Programs:
o Act as the central point of contact for all OALTC programs to identify, define, and establish key performance indicators (KPIs) derived from OALTC's stored data.
o Develop and maintain a comprehensive framework for KPI tracking and reporting that aligns with OALTC's strategic goals and program objectives.
o Analyze trends and performance against established KPIs, providing actionable insights to program stakeholders.
• Ensure Operational Intelligence Integration in Analytics:
o Collaborate closely with the Bureau of Data Project & Intelligence to ensure that operational intelligence is effectively captured, integrated, and reflected in all derived analytics and reports.
o Bridge the gap between raw data, operational insights, and analytical outputs to provide a holistic view of program performance.
o Contribute to the development of dashboards and reporting mechanisms that highlight key operational intelligence.
The OALTC Data Application Administrator:
• Implement and Administer Applications for OALTC Data Visualization:
o Lead the implementation, administration, and ongoing maintenance of applications that provide interactive access to OALTC program data stored in Google BigQuery.
o Develop and deploy user-friendly data visualizations, dashboards, and analytical tools to empower OALTC programs with self-service data exploration capabilities.
o Ensure the performance, security, and scalability of applications.
• Coordinate Use Case Identification and Requirements Gathering for Program Data Operations:
o Proactively engage with OALTC programs to identify specific use cases and gather detailed requirements for streamlining their data operations through application development and data integration.
o Translate program needs into technical specifications for data applications and analytical solutions.
o Facilitate communication between program stakeholders and technical teams to ensure alignment on project goals and deliverables.
• Manage Data Feeds for ITS-Umbrella Applications and OALTC Data Lake:
o For applications managed under the ITS (Information Technology Services) umbrella, coordinate the establishment and maintenance of reliable data feeds into the OALTC data lake.
o Ensure that data flowing into the data lake meets the necessary quality, format, and timeliness requirements to support OALTC's analytical and operational needs.
o Troubleshoot data pipeline issues and work with relevant teams to ensure data integrity and availability.
Minimum Qualifications Non-competitive: nine years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
Preferred Qualifications: The incumbent will have experience in data collection and providing technical support for data submitters. They will have experience overseeing a team responsible for conducting critical tasks on a daily basis, ensuring these tasks are completed in an accurate and timely manner. They will be able to function independently, and prioritize and handle multiple responsibilities. The incumbent will be proficient in data aggregation, data cleaning, general-purpose programming languages (SAS, Python, R, and SQL), and data quality control techniques. Strong organizational, analytical, and critical thinking skills are also strongly preferred.
