Duties Description The incumbent, along with other staff, will be responsible for developing, interpreting, and implementing Medicaid payment and coverage policy for a broad range of medical services. Policy areas may include Physician services, Physician Assistants, Nurse Practitioners, Midwives, Social Workers, Behavioral Analysts, Vision Services, Podiatry Services, Radiology Services, Acupuncture and Chiropractic services. The individual will support staff in developing and implementing evidence-based benefit redesign initiatives, budget planning and implementation, along with CPT and HCPCS coding updates. This position also includes evaluating the appropriateness and pricing of services and service reimbursement and developing recommendations regarding existing or proposed policy, rules, and regulations and drafting proposed revisions. The incumbent will also monitor program metric dashboards for program trends and make recommendations to program policy and regulations to improve program quality and efficiency based on review of performance metrics. The incumbent will work on projects related to policy and coverage issues raised by the Office of the Medicaid inspector General, the Office of the State Comptroller, and the Deputy Attorney General’s Medicaid Fraud Control Unit. This work involves interacting with numerous stakeholders both internal and external to the Department. This position may supervise multiple entry level professional staff.

Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Redesign Analyst 2, Grade 23, OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Medicaid Redesign Analyst 2, Grade 23, under Section 52.6, 70.1 or 70.4 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent service or 55-b/55-c service as a Medicaid Redesign Analyst 1.

If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Medicaid Redesign Analyst 1. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.

HELPS quals:
Seven years of experience in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Preferred Qualifications: Knowledge of NYS Medicaid or other public health programs and related policies including coverage, reimbursement and claims processing, knowledge of NYS Medicaid data systems including eMedNY and Medicaid Data Warehouse (MDW), familiarity with federal and NYS Medicaid policy guidance documents, knowledge of Current Procedural Terminology (CPT) and Healthcare Common Procedure Coding System (HCPCS) coding, proficiency with Microsoft Excel and Word.
