Duties Description The Business Tax Bureau (BTB) is comprised of four tax programs, Corporation Tax, Sales Tax, Payroll Tax, and Miscellaneous Tax. Within each of our taxes we have program development units and operations units.
The Business System Analyst 1 will be part of a program development team within the Business Tax Bureau that is involved with the business requirement definition, system development support, testing and analysis for a specific tax type or multiple tax types in the Processing Division. The BSA 1 will perform the following essential functions:
• Identify deficiencies and enhancement opportunities to support and improve existing systems.
• Review tax form changes, system changes and policy directives to determine impact on operations and procedures, and report findings to unit management.
• Create or update documents to reflect current or “as-is” state of business processes and functions.
• Support work to define, develop, and document “to-be” businesses processes and functions.
• Gather and document project requirements, timelines, business rules, test scenarios, and test results.
• Perform research, organize and analyze data from various sources. Candidate should have expertise with Excel. Familiarity with Pivot tables and other data analysis tools in Excel preferred.
• Use various other software programs including but not limited to Microsoft Project, Sharepoint, Visio, and ALM (Micro Focus Application Lifecycle Management).
• Facilitate and coordinate with ITS staff, operations staff and, when necessary, development staff on other teams.
• Design, test, and implement changes to existing systems and/or new systems used by both internal and external (public-facing) users.
• Support test planning activities, define test scenarios, develop test cases, data and scenarios, and execute test conditions.
• Identify and track all defects through to resolution.
• Develop training materials and procedure manuals for end users.
• Identify, evaluate and escalate issues and risks in a timely manner to management along with potential options for solution/resolution.
• Effectively communicate both verbally and in writing with internal and external customers.
• Adhere to the Department’s time and attendance rules and regulations.
• Meet any travel requirements; travel may occasionally be required for this position.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
This position may be filled as a two-year traineeship; advanced placement is at the discretion of the hiring agency.
• Trainee 1 is equated to SG-14, $53,764
• Trainee 2 is equated to SG-16, $59,994
• Journey Level, SG-18 starting salary is $66,951
Business Systems Analyst 1 journey level:
Six years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
Business Systems Analyst Trainee 2:
Five years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
Business Systems Analyst Trainee 1:

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Competitive Minimum Qualifications:
The selected candidate must be a current NYS employee eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations.
OR eligible via the 55-b/c program (please include your Letter of Eligibility and transcripts with your application).
OR immediately reachable on the appropriate exam for this title and location (PATT and PCO for Albany).
