Duties Description The incumbent will function as a financial analyst within the Bureau of Hospital and Clinic Rate Setting, of the Office of Health Insurance Program's Division of Finance and Rate Setting, assisting with all aspects of the hospital Institutional Cost Report (ICR). This includes writing specifications for changes or creating new exhibits for the ICR, reviewing Medicare transmittals and FASB updates for cost report changes, communicating with the software vendor and Department of Health (DOH) IT staff, database maintenance, testing software updates, troubleshooting and communicating with hospitals on reporting issues/questions. It will also be necessary to assist in maintaining the ICR public website by providing the necessary annual updates to the web team. The analyst would also be responsible for participating and assisting in the annual ICR audits performed by a third-party vendor. This includes preparing and providing the necessary files for each audit, participating in audit kick-off webinars and recurring meetings with the audit vendor, researching reporting issues, recommending changes to the audit process, reviewing exit dashboards and assisting with hospital communications. The analyst would be responsible for understanding the various Medicaid reimbursement methodologies of New York State hospitals through published regulations, State Plan Amendments (SPAs) and state statute. The analyst would also need to complete training for Medicaid claim databases in order to write simple and complex data queries in order to create various financial analyses.

Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent-permanent, competitive, status, as a Senior Health Care Management Systems Analyst, SG-18 OR; a current New York State employee with one year of permanent or contingent-permanent, competitive, service in a title eligible for transfer under Section 52.6, 70.1 or 70.4 of the NYS Civil Service Law to Senior Health Care Management Systems Analyst, SG-18, Health Care Management Systems Analyst, Trainee 1, NS, or Health Care Management Systems Analyst, Trainee 2, NS.

Non-Competitive Candidates via NY HELPS Program:

Senior Health Care Management Systems Analyst: A bachelor's or higher degree and two years of professional experience in conducting public policy research and analysis in finance.

Health Care Management Systems Analyst, Trainee 2: A bachelor's degree AND one year of professional experience in conducting public policy research and analysis in finance.

Health Care Management Systems Analyst, Trainee 1: A bachelor's or higher degree.

*Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Critical thinking skills, analytical skills and ability to solve problems independently. Familiarity with accounting principles and concepts, as well as Audited Financial Statements. Professional work experience preferably includes working with data and being able to write formulas and macros in Excel. Strong written skills for various technical documents and communications. The candidate must also have the ability to interact with healthcare providers, other staff within the Department of Health as well as Other State Agencies.
