Duties Description The Health Care Surveyor 3 will work within the Bureau of Consumer Relations & Local District Support. The Health Care Surveyor 3 (HCS3) will participate in a range of activities within the State Disability Review Unit including supervision of Health Care Surveyor 2 (HCS2), and/or Medicaid Eligibility Examiner staff. The HCS 3 will be responsible for the general assessment, planning, development, and implementation of medical evidence gathering and/or disability determinations for the purpose of determining eligibility for public health insurance programs. Responsibilities would include performing supervisory review of Medicaid disability determinations to ensure determinations are accurate and conducted in accordance with State and federal regulations. The HCS 3 must be able to demonstrate proficiency in use of the NYS Medicaid Disability Policy Manual and the listing of impairments in the Medicaid Disability manual. The HCS 3 must be familiar with Social Security policy as it relates to the disability process, and would be involved in activities including serving as a liaison with local district staff, other agencies, and department staff; handling more complex, problematic disability determinations; serving as a nursing expert, developing legal and technical background materials in support of disability determinations, preparing case summaries for presentation at fair hearing, testifying as an expert witness in the fair hearing process to interpret policies, rules, and regulations related to the disability determination; and participating in special projects relating to the disability unit as assigned. Other duties may include utilizing various computer systems to determine an applicant/recipient’s prior application status through the Welfare Management System, EMedNY, and the Social Security Administration. The HCS 3 may be involved in the medical evidence gathering process of the unit and would be responsible for supervisory oversight of employees within that unit. This includes handling inquiries from outside agencies, providers, and clients regarding the disability determination process or a client’s disability status.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 3 (Nursing), SG22 and able to meet the minimum qualifications for non-competitive appointment as seen below.

Non-Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: A bachelor's degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing can substitute for two years of post-licensure clinical nursing experience

Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Medicare and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus.

Additional Comments Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T ($93,178 - $104,230) plus an additional Geographic Pay Differential of $20,000.

This position is part of the NYS HELPS program. No examination is required.
