Duties Description This position is within the ITS Shared Services Group and incumbent of this position will play a key role in developing software to meet the essential business needs of the agency.
Responsibilities include, but are not limited to:
• Perform or assist in performing technical activities related to writing instructions (code), application program development, program and system testing, and business/systems analysis and design related to computer systems, systems maintenance, and implementation in such areas as the design and development of database systems.
• Work with dynamic, transactional, or interactive web sites.
• Use of agency specific application programs including the following technologies:
o JAVA
o Javascript
o C# .Net
o VB.Net
o .Net Core
o Oracle
o PL/SQL
o TFS/DevOps
o Adobe Designer
o Adobe Experience Manager Forms
Minimum Qualifications • Reachable on current Civil Service eligible list for this title; OR
• One year of permanent, competitive class service as an Information Technology Specialist 2; OR
• One year of permanent, competitive class service in a title eligible for transfer Section 52.6 of the Civil Service Law; OR
• NYSIF employees with one year of permanent competitive service as an Information Technology Specialist 1; OR
• Bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; OR
• Bachelor's or higher-level degree in any field AND one year of experience in information technology; OR
• 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of experience in information technology; OR
• Two years of experience in information technology.
Note: Certain math and business courses, although taken as part of a computer science curriculum, are not counted towards the 15 semester credit hours.
Preferred Qualifications:
• The candidate should have a basic understanding of Object-Oriented Programming, Software Development Life Cycle, Oracle, MVC, .Net Core, C# .Net, REST APIs, XML, HTML, CSS, JavaScript, jQuery, JSON, Bootstrap, JAVA, PL/SQL, TFS/DevOps, Adobe Designer, Adobe Experience Manager Forms.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
