Duties Description The incumbent will be responsible to manage daily operational activities of CHRC-Criminal Health Record Check System. DOH CHRC Bureau provides NYS and FBI's Criminal History Records (i.e., rap sheets) to Providers for unlicensed prospective employees who will provide direct care or supervision to patients or residents OR who have access to patients or residents, their living quarters, or their property at:
• Nursing Homes
• Adult Care Facilities
• Certified Home Health Agencies
• Licensed Home Care Services Agencies
• Long Term Home Health Care Programs
• Hospice and Health Homes

The incumbent will act as a CHRC liaison with DOH-Legal, Providers, DCJS, ITS, and additional stakeholders where applicable.

The incumbent will provide oversight, monitor progress, provide guidance and technical assistance to program staff and perform other appropriate related duties as assigned by management.

Minimum Qualifications Permanent Transfer Candidates:
Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18 OR current NYS employee with one year of permanent or contingent-permanent service in a position eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator Trainee 1, NS, Health Program Administrator Trainee 2, NS, or Health Program Administrator, SG18.

Non-Competitive Candidates via NY HELPS:
Health Program Administrator Trainee 1, NS: Four years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR an associate's degree and two years of experience OR, a bachelor's, master's, or doctoral degree.

Health Program Administrator Trainee 2, NS: Five years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and three years of experience; OR a bachelor's degree and one year of experience; OR a master's, or doctoral degree.

Health Program Administrator, SG18: Six years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and four years of experience; OR a bachelor's degree and two years of experience; OR a master's and one year of experience; OR a doctoral degree.

Preferred Qualifications:(1) Preferred candidate should have at least 3 years of 'Criminal History Record Center' application's operational experience.

(2) Preferred candidate should have strong analytical skills, preferably, technical knowledge of 'Criminal History Record Center system'.

(3) Excellent interpersonal skills, strong project management skills, be highly organized, and demonstrate the ability to interface with many different levels of internal staff, Department executive staff, other agencies, and additional stakeholders.

(4) At least 3 years experience in supervising various levels of employees.

(5) Excellent communication and presentation skills, including development and drafting of internal and external documents, correspondence and appropriate interpretation and presentation of data.

Additional Comments Contingent-permanent, competitive, full-time. Two-year traineeship leading to a G18. Transfer candidates may be asked for SSN to verify title history and eligibility. Some positions may require additional credentials or a background check to verify your identity.
