Duties Description Under the general direction of the Chief Information Officer and/or the Deputy Chief Information Officer, the Director of Application Development provides strategic leadership and operational oversight for the design, development, integration, and support of enterprise application systems. Duties include, but are not limited to:
- Responsible for aligning application development initiatives with organizational goals, business needs, and regulatory requirements while ensuring secure, dependable, and scalable technology solutions.
- Leading and managing multiple application development teams, establishing development standards and best practices, and overseeing the full system development lifecycle including planning, design, development, testing, deployment, and maintenance.
- Ensures compliance with NYS and Federal applicable policies and mandates, security standards, accessibility requirements, and data governance regulations.
- Works closely with executive leadership, business stakeholders, and external vendors to prioritize projects, manage budgets and resources, mitigate risks, and drive modernization efforts.
- Supports continuous improvement, innovation, and talent development within the IT organization while ensuring high-quality service delivery and system performance.
- Other duties as assigned.
Minimum Qualifications Eleven years of experience in enterprise-level application development, systems integration, or systems modernization. At least two years of this experience must have been in a managerial capacity, supervising technical staff, and overseeing multiple projects or functional areas.
Qualifying experience may include responsibility for one or more of the following:
- Managing the full system development lifecycle (SDLC), including planning, design, development, testing, deployment, and maintenance.
- Leading enterprise application systems and integrations, including legacy system modernization and cloud-based solutions.
- Conducting business requirements analysis and translating business needs into technology solutions and roadmaps.
- Ensuring compliance with cybersecurity, data governance, accessibility, and regulatory requirements.
- Managing application portfolios, budgets, timelines, and resource allocation.
- Designing or overseeing high-availability systems, including incident response, disaster recovery, and business continuity planning.
- Supervising, mentoring, and developing technical staff, including workforce planning and performance management.
- Collaborating with executive leadership, stakeholders, and vendors to deliver enterprise technology solutions.
Education Substitutions:
- Bachelor’s degree in Computer Science, Information Technology, or a closely related field may substitute for four years of experience.
- Master’s degree in Computer Science, Information Technology, or a related field may substitute for five years of experience.
The preferred candidate will possess:
- Bachelor’s degree or higher in Computer Science, Information Technology, Informatics, Public Administration, Business Administration, or a closely related field.
- Extensive experience leading multiple application development teams or enterprise-wide programs.
- Experience in a public sector or regulated environment (i.e. transportation, government).
- Demonstrated success leading enterprise modernization initiatives, including cloud migration and digital transformation efforts.
- Experience with Cloud platforms (i.e. Azure, AWS), enterprise architecture and design patterns, integration frameworks, APIs, and distributed systems, Agile and/or DevOps methodologies.
- Knowledge of data privacy, accessibility, and compliance frameworks.
- Relevant certifications such as PMP, PMI-ACP, ITIL, TOGAF, or cloud platform certifications.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $131,704
Recruitment & Retention Pay: $7,000
