Duties Description Reporting to the Executive Deputy Director of the Division of Homeland Security and Emergency Services, the Director of the Homeland Security Training Facility leads all aspects of programmatic development, course delivery, and operational management of the State Preparedness Training Center (SPTC). This role ensures the SPTC provides world-class training to diverse emergency responder communities.

Key responsibilities include, but are not limited to:

·Staff and Resource Management: Overseeing SPTC personnel, equipment, and resources to facilitate exceptional training.

·Strategic Planning and Operations: Developing and implementing comprehensive plans for staffing, equipment, security, and overall Center operations, aligning with Division and New York State policies.

·Program Development: Directing training needs assessments, curriculum development, and the delivery of residential and mobile courses, ensuring alignment with executive goals.

·Instructional Excellence: Ensuring high-quality instruction through the selection and management of qualified instructors, role players, and support staff.

·Marketing and Public Relations: Collaborating with the Division's Public Information Office and Executive team to develop and execute marketing and PR strategies for the Center.

·External Partnerships and Financial Management: Coordinating the use of the Center by state and non-state entities, managing the programmatic development team, preparing the annual budget, and overseeing all administrative operations.

·Operational Flexibility: May be required to work overtime, including nights and weekends, as dictated by operational needs.

Minimum Qualifications Bachelor's degree and seven years* of progressive professional experience in comprehensive training program development and execution, encompassing:·Strategic needs assessment and analysis to identify critical skill gaps and training requirements.
·Design and development of innovative curricula aligned with organizational objectives and evolving industry standards.
·Effective delivery of diverse training modalities to varied audiences, ensuring knowledge transfer and skill acquisition.
·Oversight and management of large-scale training programs, including resource allocation, performance monitoring, and quality assurance.

A minimum of two years of this experience must have been at a managerial level, demonstrating leadership in directing training initiatives, supervising staff, and contributing to strategic training planning.

*Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
