Duties Description Duties include but are not limited to:
• Perform audits using established audit programs and templates, and in accordance with the Institute of Internal Auditors (IIA) Global Internal Audit Standards.
• Conduct audits independently and with a team.
• Assist in creating and updating audit programs and templates when necessary.
• Must have excellent computer skills and software proficiency.
• Excellent oral and written communication skills required.
Minimum Qualifications To be eligible for the Senior Accountant, G-18 position or the Accountant Trainee 1 or Accountant Trainee 2, G-NS (Equated to G-14 or G-16) position, you must meet one of the following conditions as detailed below:
NY HELPS*:
For Senior Accountant, G-18: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Substitution: A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.
For Accountant Trainee 2, G-NS (Equated to G-16): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Substitution: A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.
For Accountant Trainee 1, G-NS (Equated to G-14): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.
Transfer:
One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment.
Reinstatement:
If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.
55b/c Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.
List Appointment:
Eligible for appointment from the Professional Career Opportunities (PCO) Select eligible list AND meet the minimum qualifications for the position: Either 1. A bachelor's degree or higher in accounting, auditing, or taxation; OR 2. A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses. (Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum cannot be counted toward the 24 semester credit hours.)
***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Additional Comments This is a two-year traineeship that starts as an Accountant Trainee 1, G-NS (Equated to G-14) position and leads to a Senior Accountant, G-18 position.
Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
