The position is in the Division of Operations Central Office within the Bureau of Maintenance and Technical Services, Radio Communications Section. The position will be part of a team responsible for planning, coordinating and implementing various programs in support of the mission of radio communications.
•Assist staff with the development, implementation and maintenance of radio communications identifiers for all Operations radio users
•This position will assist in Bureau and Section compliance with administrative financial requirements
•Gather, review, and evaluate information required by professionals to conduct financial audits
•Assist with the development of radio communications standard operating procedures for use by Operations/Civilian Staff
•Assist with the development and establishment of radio communications training program for Operations/civilian staff
•Help develop and track the implementation of NYS DEC Colocation Procedure in accordance with all pertinent, Federal, State rules and regulations, and DEC policies and directives
•Work with regional operations staff for all radio communications related requests
•Develop meeting agendas and communications material such as emails, briefings, reports and presentations
•Work with radio communications staff to support various administrative functions
•Represent and provide administrative support at Radio Communications Section meetings, as required
Preferred Skills/Qualifications
•Proficiency in database management, and Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, Access)
•Ability to assist staff with technology-related issues and submission of tickets requesting IT support from ITS via the ITSM
•Knowledge about IT processes and ability to serve as the first point of contact for IT related questions and be able to provide advise on best way to request assistance
•Ability to conduct research, and interpret rules and regulations
•Experience with data management, analysis, prioritization, and quality control
•Strong organizational skills and ability to manage multiple projects simultaneously
•Strong organizational, verbal and written communication skills and ability to present information and results
•Ability to establish and maintain internal and external relationships
•Ability to work independently and professionally
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
A bachelor’s degree
At the discretion of the agency, appointment level may be determined by the candidate’s qualifications. You must inform the agency of any additional qualifications at your interview.
For appointment to the Business Systems Analyst Trainee 2 level you must also have one year of professional business analysis experience*
For appointment to the full performance level of Business Systems Analyst 1, SG-18, you must also have two years of professional business analysis experience*
*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:
Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
The following activities are NOT considered qualifying experience:
Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
Development of instructional materials and classroom training.
Help desk duties including troubleshooting, resolving user issues, and providing customer service.
Candidates may also be appointable via the following:
Reassignment - Currently in the title of Business Systems Analyst 1 and an employee of DEC.
or
Reinstatement Eligible – Previous service in this title on a permanent competitive basis or in a title otherwise transferable to this title.
Or
Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and eligible for transfer in accordance with Civil Service law.
Additional Comments Actual work schedule, duties and travel requirements may vary and will be discussed at the interview.
Travel may be required.
Overtime may be required.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
