Duties Description The positon is within the Bureau of Narcotic Enforcement and will support multiple programs. The Program Research Specialist 1 (PRS 1) will provide technical assistance to the data unit, investigative team and other units as asssigned. Duties include; processing data for subpoena requests, entering subpoena data runs, assisting the Office of Professional Medical Conduct, processing the NYS Maternal Death data for the Maternal Mortality Review Board, evaluating testing activities during BNE Reports conversion, working with the secure data transfer system, processing reports for patients requesting personal data, compiling monthly reports, attending weekly ITS meetings, assisting with FOIL requests, assisting management with research studies and performing other Bureau tasks as needed.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Program Research Specialist 1 (Health Systems Analyst), SG18 OR Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG16 or higher and eligible to transfer under Section 52.6 of the NYS Civil Service Law.
Non-Competitive Candidates Via NY HELPS: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and an additional nine semester credit hours in epidemiology and two years of professional research experience in health care administration, public health or health care evaluation performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.?
Preferred Qualifications: Degree in public health, epidemiology, mathematics, statistics, social sciences, economics, computer science, or a related field. Experience with MS Office, analyzing large datasets, database management, records linkage, and in the interpretation of data analytic results, and report writing. Excellent organizational skills with the ability to work independently and collaboratively in groups.
Additional Comments Permanent, full time. New employees will work on site, in the office for up to 90 days after their initial start date before applying to telecommute up to 50% during the 2-week pay period. Free parking.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
