Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. This position will function under the direction of the Equal Opportunity Specialist 4, M2. Duties include, but are not limited to:
• Support the agency-wide Reasonable Accommodation Program in accordance with the Americans with Disabilities Act (ADA), Rehabilitation Act, Pregnant Workers Fairness Act, New York State Human Rights Law, and related policies and guidance.
• Research complex reasonable accommodation requests for employees and applicants, including assessment, interactive process facilitation, documentation review, drafting recommendations, implementation once approved, and follow-up monitoring.
• Provide expert guidance on reasonable accommodation matters involving physical, mental, sensory, cognitive, and temporary medical conditions to executive management, supervisors, Human Resources staff, labor relations personnel, counsel, and program managers regarding accommodation obligations, undue hardship considerations, and compliance risks.
• Review medical and supporting documentation to assist with eligibility determinations and suggests appropriate accommodation options while ensuring confidentiality and compliance with applicable privacy laws and policies.
• Coordinate with internal and external stakeholders regarding assistive technology, accessibility modifications, telecommuting arrangements, ergonomic assessments, schedule modifications, leave coordination, and workplace adjustments.
• Draft agency policies, procedures, forms, and guidance documents related to equal opportunity and reasonable accommodations.
• Conduct research and remain current on federal and state laws, regulations, case law, and emerging best practices affecting equal opportunity and disability accommodation programs.
• Create and assist in delivering training programs for supervisors, managers, HR professionals, and employees regarding equal employment opportunity, disability awareness, accessibility, and the interactive process.
• Maintain data, case tracking, trend identification, and reporting metrics.
• Draft written reports, briefing materials, responses to audits, and documentation related to compliance reviews, investigations, and program evaluations for review.
• Collaborate with diversity, equity, inclusion, employee relations, occupational health, workers’ compensation, and legal staff.
• Participate in investigations involving allegations of discrimination, harassment, retaliation, or failure to accommodate, and recommend corrective actions where appropriate.
• Supervise subordinate professional and administrative staff, including assigning work, evaluating performance, mentoring staff, and identifying training needs.
• Support emergency preparedness and continuity planning efforts related to accessibility and accommodation considerations.
Minimum Qualifications Non-competitive: seven years of experience in equal opportunity, diversity and inclusion, or human rights; OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.

Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
Appointment to this position is not final until all agency approvals have been granted.
