Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill two Mental Health Program Specialist 2, G-23, position in the Division of State Operated Children’s and Adult Services, Ambulatory Services Unit.
Specific duties include, but are not limited to, the following:
• Provides clinical support and consultation to assigned areas of responsibility
• Partners with the outpatient team to support the provision of recovery and resilient oriented services in State Operated Ambulatory Programs.
• Provides operational and technical guidance to designated State Operated Ambulatory Service programs regarding program implementation, regulatory compliance, and service delivery.
• Monitors outcomes, statewide trends, identifies operational issues, and recommends process improvements and collaborates with program leadership to make the necessary programmatic changes to ensure successful client engage and high-quality service delivery.
• Collaborates with and facilitates meetings with internal and external partners: program leadership, central office leadership, and regional field offices.
• Ensures program compliance with regulatory and procedural standards and provides technical assistance on the implementation of new policies and service lines.
• Creates reports and analyze data on the efficiency and effectiveness of services.
• Monitors and supports program leadership to maintain adequate staffing levels.
• Participates in the development and revision of statewide policies, guidance documents, and operational procedures.
• Develops educational materials, guidance documents, training curricula, and resource tools as needed
• Delivers statewide training to clinical, operational, and administrative staff as needed
• Independently manages multiple statewide initiatives simultaneously.
• Performs other duties as assigned
Minimum Qualifications Transfer:
Candidates must be permanent in the Mental Health Program Specialist 2 title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law.
Non-Competitive Appointment:
A bachelor's degree in biology and all subspecialties of biology relating to human biology, child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.
A master's degree in biology and all subspecialties of biology relating to human biology, child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
