Duties Description About the Role:
The Associate Commissioner for Support Services leads a statewide team which provides operational and logistics support services for our partner agencies, including federal and state contract administration, internal program risk management, and implementing management controls across the business units. Reporting to the Deputy Commissioner for Real Estate (DRE), the Associate Commissioner serves on the Executive Leadership Team.
This role will lead our agency’s efforts to providing statewide logistic support for key services, including Consolidated Warehousing & Distribution Operations, State Surplus Property Program, Federal Property Assistance Program, USDA Food Distribution Program, Central Printing Services, Mail & Freight Services, Dockmaster Operations and the Screening Room. The ideal candidate has demonstrated success in leading multifaceted logistics units, is a servant leader, dives into knotty operational needs, and focuses on outcomes over egos. Their managerial objective is to provide data-informed service excellence, while also fostering a collaborative, customer-focused, and high-performance culture.
Our ideal candidate will bring proven managerial experience in Support Services, with deep seated experience in operational oversight, maintaining high safety standards, efficiency and supply chain operations. They have a strong command of distribution strategies, supplier and vendor management, inventory and warehousing services. Key Responsibilities
The Associate Commissioner for Support Services will provide leadership to a diverse team of leaders, managers, and staff across each of Programming and Resource Management’s operational teams, including:
• Consolidated Warehousing & Distribution Program: Direct consolidated warehouse and distribution services, serving the current 27 agencies. Lead efforts to consolidate warehousing operations, launch a comprehensive inventory system, and drive long-term cost savings.
• State Surplus Property Program: Direct and Administer the State Surplus Personal Property, repurposing state surplus property through inter-agency sale or sale to the public utilizing direct to consumer and online auctions and maximize revenue through public sales.
• Federal Property Assistance Program: Direct the unit acquiring surplus property from the federal government for transfer to authorized organizations to be used for public purposes.
• USDA Food Distribution Program: Direct the administration of the team responsible for the order, allocation, and monitoring of USDA foods to schools, childcare agencies, and food banks.
• Central Printing Services Program: Direct operations for our centralized offset print facility providing graphics services to supported State agencies, authorities, and the Executive Chamber.
• Mail & Freight Services Program: Direct the Mail & Freight Program including the process and delivery of interagency correspondence, supplies, equipment, and U.S. Mail, including mail fulfilment for client agencies.
• Dockmaster Office and Screening Room Operations: Direct and administer the Dockmaster Office and the Screening room operations, including scheduling and verification of deliveries and x-raying of parcels and packages.
The Associate Commissioner for Support Services must ensure the appropriate implementation of State and Federal procurement laws, NYS Civil Service Law and policies, contract law, and annual budget directives across the agency. The incumbent will represent the operations and logistics needs of the agency with key stakeholders from other agencies, including the Executive Chamber, Division of the Budget (DOB), State Operations, Division of State Police, Office of Employee Relations (OER), and Legislature, as well as private companies and vendors that provide key services to the agency.
The ideal candidate will possess the following knowledge, skills, and abilities:
• Ability to drive the Bureau of Support Services, through exceptional management skills, a well-honed ability to foster a high-performance culture, and leadership focus on ensuring that units are well-trained and motivated.
• Manage and oversee operations across teams, including setting and communicating strategic directions, establishing service level targets and benchmarks, and annual performance goals.
• Ensure successful execution of critical strategic priorities for the agency and Executive Chamber priorities. Promote a data-driven culture within Support Services
• Overseeing and performing analysis of logistics, operations and programs, including benchmarking against similar operations, creating standards for performance, preparing reports for executive review, and making operational adjustments to adjust to changes and trends.
• Formulating policies and procedures necessary to effectively operate Support Services operations. This includes the development and management of customer/stakeholder relationships, implementing work performance enhancements, instituting efficient operational practices, and ensuring compliance with applicable rules and regulations.
• Set clear performance expectations, conduct regular evaluations, and provide constructive feedback to ensure team effectiveness and accountability.
• Align staffing and divisional goals with the OGS strategic plan, vision, and legislative mandates.
• Lead and mentor subordinate leaders and team members, offering guidance and professional development opportunities to enhance their skills and career growth.
• Oversee annual planning for each of the Teams and their annual budget and spending plan, financial statements, as well as personal and non-personal service requirements.

Minimum Qualifications Twelve years* of progressive experience leading or managing a large organization with responsibility over the planning, development, and coordination of policies and procedures for the purpose of achieving short- or long-range goals including overseeing and managing contracts and procurement of services or goods for the organization.
*Substitutions:
• Associate degree may substitute for two years of required experience.
• Bachelor’s degree may substitute for four years of required experience.
• J.D or Master’s degree may substitute for five years of required experience.
• Ph.D. may substitute for six years of required experience.
Preferred Qualifications:
• Critical thinking and crisp verbal and written communication skills.
• A minimum of five (5) years of procurement or contract experience.
• Master’s degree desired.
• Well-organized, mission-focused leader who exhibits a commitment to integrity and results-based performance in their body of work.
• Demonstrated success in the transformational management of a large, diverse organization comprised of a wide range of staff, from entry-level to licensed professionals.
• Comfortable working in a rapidly changing, fast-paced environment; leading and proactively.
