Duties Description The New York State Education Department’s Office of Education Policy (OEP) is seeking candidates for the position of Assistant Commissioner for the Office of Access, Equity and Community Engagement Services.
The incumbent serves as the Department’s principal advisor and statewide leader on initiatives related to educational equity, diversity, and student success, providing strategic direction for programs and policies that advance opportunity and achievement for all students across New York State with an emphasis on boys and young men of color.

Under the direction of the Deputy Commissioner for P–12 Instructional Support, the incumbent will provide strategic statewide leadership in the development, implementation, and evaluation of policies, programs, and initiatives that promote educational excellence, equity, and improved outcomes for all students, with a particular emphasis on advancing opportunities and success for boys and young men of color, as well as girls and young women of color. The incumbent will collaborate with Department leadership, school districts, institutions of higher education, community-based organizations, policymakers, and other stakeholders to advance the Board of Regents’ priorities and support equitable educational outcomes across New York State.

Duties of this position include, but are not limited to:
• Lead the development, implementation, and evaluation of statewide policies, programs, guidance, and initiatives designed to improve student outcomes and advance educational equity, with a particular focus on expanding opportunities and improving outcomes for boys and young men of color, as well as girls and young women of color.
• Provide oversight of the State’s My Brother’s Keeper (MBK) and My Sister’s Keeper (MSK) Initiative, including the development, monitoring, and evaluation of locally implemented programs and activities supported through MBK funding.
• Identify, promote, and support the implementation of evidence-based and innovative practices that expand educational opportunities and improve outcomes for historically underserved student populations.
• Develop and oversee initiatives that strengthen educator diversity statewide, including strategies to recruit, prepare, support, and retain educators of color.
• Advise the Board of Regents, Commissioner of Education, Deputy Commissioner, and Department leadership on policy issues related to educational equity, diversity, student achievement, community engagement, and related priorities.
• Convene and facilitate statewide advisory groups, task forces, and stakeholder engagement activities to review data, identify disparities, inform policy recommendations, and support program implementation.
• Direct the collection, analysis, interpretation, and dissemination of programmatic and outcome data to inform policy development, strategic planning, continuous improvement efforts, and accountability measures.
• Coordinate cross-office and cross-agency initiatives to ensure alignment with Board of Regents priorities, Department strategic objectives, and applicable State and federal requirements.
• Represent the Department before the Legislature, government agencies, educational organizations, professional associations, community stakeholders, and national organizations regarding Department priorities, policies, programs, and initiatives.
• Oversee the development and dissemination of reports, policy briefs, presentations, guidance documents, technical assistance resources, webinars, and professional learning opportunities for internal and external audiences.
• Establish and maintain collaborative partnerships with local educational agencies, institutions of higher education, community-based organizations, advocacy groups, philanthropic partners, and other stakeholders to advance Department priorities and strategic initiatives.
• Manage grant-funded programs, contracts, and Requests for Proposals (RFPs), including program monitoring, performance measurement, compliance activities, and fiscal oversight.
• Develop strategic plans, implementation frameworks, performance metrics, and communication strategies to monitor progress, measure impact, and ensure accountability for results.
• Provide leadership, direction, and supervision to professional and support staff, including establishing performance expectations, conducting evaluations, supporting professional development, and fostering a culture of collaboration, accountability, and continuous improvement.
• Perform other duties as assigned.

Minimum Qualifications Candidates must have a master's degree or higher and relevant senior level leadership and management experience, including a record of proven results and responsibility in educational equity, diversity, and student success.

Additional Comments This position is in the exempt jurisdictional class, and the incumbent will serve at the discretion of the Commissioner of Education. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

Filling of this position is contingent on Division of the Budget approval.
