Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education (OCE) is seeking a dedicated and enthusiastic applicant to serve as an Education Program Assistant 1 within the New York State Museum (NYSM). Reporting directly to the Director of Education and Visitor Services, the successful candidate will oversee the fiscal management of the Museum Education Office (MEO), collection and dissemination of budgetary data for the assessment of program and fiscal materials, organize and implement the purchasing of materials and supplies for MEO, coordinate and facilitate honorariums and payments to consultants, performers, and speakers meeting MEO educational and programmatic initiatives in support the museum’s mission. The Education Program Assistant 1 will be responsible for supporting the creation, management, and processes of all fiscal materials for MEO. Other duties of this position include, but are not limited to, the following:
• Under the supervision of Director of Education, perform a variety of tasks that enable managers and program staff to accomplish the mission of the New York State Museum;
• Participate in New York State Museum-wide fiscal needs and initiatives;
• Oversee the purchase of supplies and equipment;
• Facilitate the process of hiring contractors, performers, and consultants for the New York State Museum;
• Support the purchase of promotional materials and advertising initiatives for the New York State Museum;
• Track spending within the Museum Education Office;
• Document trends and patterns in spending to help create purchasing plans;
• With the Director of Education, support the creation of annual budgets for the Museum Education Office;
• Organize and coordinate administrative activities; and direct the information flow;
• Establish office procedures;
• Act as a liaison between the Museum Education Office and the Office of the Director of Operations; and
• Implement policies, procedures, and directives of the Office of the Director of Operations within the New York State Museum.

Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Education Trainee 1: Two years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts.

Education Trainee 2: Three years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts.

Education Program Assistant 1: Four years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts.

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.


COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.

Section 70.1 Transfer to Education Program Assistant 1: Candidates must have one year of permanent competitive or 55 b/c service in a title allocated to SG-12 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.1 Transfer to Education Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG-9 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.4 Transfer to Education Program Assistant 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Program Assistant 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-12 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor’s degree.

Section 70.4 Transfer to Education Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Trainee 1 if they possess a bachelor’s degree AND are a current NYS employee with one year of permanent competitive or 55b/c service in a title allocated to SG-9 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor’s degree.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

• $45,494 (Trainee 1- NS equated to SG-11)
• $50,844 (Trainee 2- NS equated to SG-13)
• $53,764 (Full Performance level SG-14)

This position leads to a maximum salary of $68,630 based on annual performance advances and traineeship advances.
