Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking candidates to fill an Information Technology Specialist 3 (Data Communications) position within the Microsoft 365 unit on the Shared Platform Services Team. Reporting to an Information Technology Specialist 4, the incumbent will serve as a senior technical resource responsible primarily for Microsoft Teams Phone and Microsoft Teams administration, while also supporting related Microsoft 365 services and Mainframe operations. The incumbent will perform advanced technical work, coordinate complex projects, and provide technical guidance to staff. Duties include, but are not limited to, the following:

• Administer, configure, and support the Microsoft Teams Phone environment, including provisioning, modifying, and deprovisioning users, phone numbers, voice routing, calling and emergency policies, voicemail, auto attendants, call queues, resource accounts, devices, licensing, and related Microsoft 365 services;
• Administer Microsoft Teams meetings, messaging, calling, applications, policies, configuration settings, and governance controls;
• Monitor service health, call-quality data, usage reports, and system alerts; identify trends and troubleshoot complex Teams Phone and Teams issues involving call quality, connectivity, client configuration, devices, user access, policy assignments, integrations, and service availability;
• Lead and participate in Teams Phone and Teams deployments, migrations, upgrades, and feature implementations; evaluate new features, devices, integrations, and service capabilities; and perform requirements gathering, technical design, testing, implementation, validation, and post-deployment support based on technical, operational, and agency requirements;
• Perform operational administration for designated Mainframe services, including provisioning, modifying, and deprovisioning Bridge and related user accounts; investigate and resolve authentication, account status, permissions, connectivity, and other access issues; and coordinate escalations with appropriate technical teams in accordance with approved requests and established procedures;
• Collaborate with networking, security, Help Desk, desktop support, telecommunications providers, vendors, and business units to plan changes, resolve incidents, maintain reliable services, and provide expert-level technical guidance and escalation assistance;
• Develop and maintain technical procedures, configuration standards, support documentation, knowledge articles, and user guidance for assigned services;
• Manage and document incidents, requests, operational tasks, and unit workflow through the JIRA service desk, ensuring work is accurately prioritized, updated, and completed in accordance with established procedures and service expectations;
• Support other Microsoft 365 administrative functions, service improvements, and technical projects as operational needs require;
• Supervise and provide technical direction, assignments, and guidance to lower-level staff within the Microsoft 365 unit; and
• Perform other duties as assigned.

Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
- Five years of experience in networking and/or telecommunications. The networking and/or telecommunications experience must have involved the design, analysis, capacity planning, monitoring, performance evaluation, and/or tuning of a data communications/telecommunications network.

Substitution: A bachelor's degree in any field including or supplemented by 15 semester credit hours in networking and/or telecommunications AND two years of experience in networking and/or telecommunications; OR a bachelor's or higher level degree in any field AND three years of experience in networking and/or telecommunications; OR an associate degree with 15 semester credit hours in networking and/or telecommunications AND four years of experience in networking and/or telecommunications.


PROMOTION: Current State employees must have 1 year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator.
COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Data Communications).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.4 Transfer to Information Technology Specialist 3 (Data Communications): Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-21 or higher AND have standing on the eligible list for this title.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and are subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position requires occasional off-shift night and weekend work.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
