Duties Description The available position is within SFC’s Special Projects team. The Analyst will support the team’s work tracking federal policy and budget developments that impact New York State and local governments, researching emerging policy issues, and developing policy solutions for various topics. This role includes interdisciplinary coverage, requiring the Analyst to research and analyze policy in areas such as transportation, childcare, healthcare, local government, economic development, taxes, and economics. The Analyst will report to the Deputy Secretary for Special Projects.

• Support state budget negotiations on behalf of the majority conference in assigned issue areas.
• Identify, research, and analyze emerging policy issues.
• Monitor and analyze the impacts of federal policy and budget changes on New York.
• Review, monitor, analyze, summarize, and report on the Executive Budget proposal and other legislation, with a particular emphasis on the priorities of the majority conference.
• Review and edit correspondence, press releases, research literature, and memoranda related to budget matters.
• Brief Senators and senior staff on special projects.
• Present analysis of policies and legislation to Senators and senior staff.
• Meet with relevant advocacy and constituency groups.

Minimum Qualifications • Candidates must have a demonstrated interest in public policy and should possess a Master's Degree (or be near completion) in Economics, Public Policy, Public Administration, Law, Political Science, or a related field and/or a Doctorate Degree (or near completion) in Economics, Public Policy, Public Administration, Law, Political Science, or a related field. A Bachelor’s Degree in conjunction with extensive State Budgetary or Legislative Finance experience may be considered as a substitute for an advanced degree.
• Candidates must possess strong writing skills, quantitative skills, analytical skills, and computer skills.
• Candidates must have the ability to analyze budget requests and fiscal practices.
• Candidates must have good interpersonal skills and demonstrate attention to detail.
• Candidates must be able to work flexible hours, including extensive nights and weekends during the legislative session.

Preferred Qualifications:
• Familiarity with the State legislative process, and proficiency in Excel.
• Knowledge of federal government and policy.

Additional Comments Salary range is $65,000 to $75,000, commensurate with education and experience.
This is a full-time (In Person) position located in Albany, New York with a Monday through Friday schedule that includes extended hours and some weekends during legislative session. (January-June).
