Duties Description As a member of the Center’s Executive Office Team, the incumbent will manage administrative workflow through the Center, including policy and procedure development, and onboarding all new Center-based administrative hires. The incumbent will facilitate policy and procedure development by ensuring that all associated processes support law and regulation. This will often require legal research and analysis of regulations, interaction with the Division of Legal Affairs and various, interdisciplinary subject matter experts, and will, at various times, result in the development of guidance and/or regulatory amendments. Under the direction of the Center Director, the incumbent will develop necessary documentation to effectuate the necessary outcomes. The incumbent will also participate on the Center’s Quality Assurance Performance Improvement (QAPI) Committee as a member and will chair an administrative subcommittee. The QAPI meets monthly to review various projects associated with its charter, and the incumbent will be called upon to provide appropriate professional insight from an administrative perspective. As a subcommittee chair, the incumbent will facilitate transparent communication among interdisciplinary professionals toward a common goal established by the QAPI membership. In a Center with over 1400 residential providers under its jurisdiction, emergency preparedness is key. The incumbent will be tasked with coordinating the development of emergency preparedness forms, scripts and in-services for internal and external audiences, designed to ensure that the Department is well-positioned to respond to emergencies. Significant duties associated with this function include team building, meeting facilitation and coordination, documentation organization and maintenance, and emergency response when warranted. Because this role touches on many aspects of residential surveillance, within one year of hire, the incumbent will be required to become federally qualified as a long-term care surveyor by passing the Surveyor Minimum Qualifications Test. In addition to residential surveillance, the Center manages 1 federal grant and 3 significant State appropriations for the facilities that the Center regulates. The incumbent will provide redundant support for these regularly recurring initiatives through correspondence review and development, review facility submissions and make recommendations consistent with the applicable grant terms, and perform other duties as assigned ensuring that benchmark deliverables are satisfied. At various times to meet mission-critical priorities, the incumbent may be called upon to assist the Center in meeting its objectives. When applicable, this will involve a discussion with the incumbent about the skills and tasks necessary to complete an assignment, goal-setting, and appropriate systems accesses.
Minimum Qualifications Permanent Transfer Candidates:
Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18 OR current NYS employee with one year of permanent or contingent-permanent service in a position eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator Trainee 1, NS, Health Program Administrator Trainee 2, NS, or Health Program Administrator, SG18.
Non Competitive Candidates via NY HELPS:
Health Program Administrator Trainee 1, NS: Four years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR an associate's degree and two years of experience OR, a bachelor's, master's, or doctoral degree.
Health Program Administrator Trainee 2, NS: Five years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and three years of experience; OR a bachelor's degree and one year of experience; OR a master's, or doctoral degree.
Health Program Administrator, SG18: Six years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and four years of experience; OR a bachelor's degree and two years of experience; OR a master's and one year of experience; OR a doctoral degree.
Preferred Qualifications: Excellent interpersonal skills. Strong organizational skills. Experience in emergency preparedness and incident management. Detail-oriented. Flexible. Interest in long-term care programming and support services.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
