Duties Description Duties of the Multimedia Production Program Specialist 2, within the Office of Communications may include, but not be limited to the following:
• Multi-Platform Graphic Design: Lead the concept, design, and production of a wide range of high-quality visual materials across print and digital mediums, including brochures, reports, infographics, newsletters, website assets, and social media graphics.
• Campaign Development: Design cohesive, visually compelling creative assets for high-visibility public awareness and paid advertising campaigns, ensuring a consistent look and feel across all assets.
• Motion Graphics & Animation: Apply specialized expertise to design and produce engaging motion graphics, 2D animations, and dynamic video elements to elevate the agency’s digital storytelling and social media presence.
• Brand Stewardship: Establish, maintain, and enforce the agency’s visual brand identity, ensuring all internal and external materials project a professional, unified, and modern aesthetic.
• Accessibility Compliance: Ensure all design assets—both print and digital—comply with state and federal accessibility standards, including ADA, Section 508, and WCAG 2.1 guidelines (e.g., color contrast, alt-text, and readable typography).
• Performance Management: Establish clear performance standards and annual goals for staff; conduct formal and informal performance evaluations; and address performance or behavioral issues directly and constructively through coaching and, when necessary, formal corrective action.
• Staff Development: Actively mentor and coach design staff; identify skill gaps and facilitate professional development, training opportunities, and technical skill-building across print, digital, and motion design.
• Stakeholder Consultation: Collaborate with program managers, public information officers, and executive staff to translate complex public policy, data, and program information into easily digestible visual communications.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
Seven (7) years of experience* producing multimedia communication projects using elements of audiovisual production, or graphic design for web, or graphic design for print.
*Substitutions: A bachelor's degree in video and/or TV and/or film production, web interface design, graphic design, communications design, or a closely related field may substitute for four (4) years of experience.
Your degree must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. You will be required to provide this information to the hiring agency at the time of interview.
Promotion Qualifications:
One (1) year of competitive or non-competitive service as a Multimedia Production Program Specialist 1, Video Production Specialist, Photographer 4, Graphic Designer 2, or Assistant Supervisor Audiovisual Training and Production.
It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. Competitive Minimum Qualifications:
52.7 Non-Competitive Promotion (NCP) Qualifications (DOL Employees Only):
The Department of Labor (DOL) is considering a non-competitive promotion (NCP) for this title under Section 52.7 of the Civil Service Law. If three or fewer qualified promotional candidates apply for the position, an NCP appointment may be approved by Civil Service without further examination. If approved, this will be a competitive appointment. The term “non-competitive” means the appointed candidate will not be required to compete in the next holding of the examination.
70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 23 or higher determined to be similar by Civil Service.

Preferred Qualifications:
• Public Sector or Agency Experience: Experience designing for a government agency, public sector organization, non-profit, or a fast-paced creative agency handling public-facing campaigns preferred.
• Specialized Motion Graphics Portfolio: A portfolio that demonstrates proficiency in motion design alongside traditional graphic design.
• Accessibility Expertise: Understanding of digital accessibility standards, including ADA compliance, Section 508, and WCAG 2.1 guidelines as they apply to graphic design, document PDFs, and multimedia content.
• Leadership & Coaching Experience: Demonstrated experience mentoring junior designers, providing constructive creative direction, and successfully managing performance or workload conflicts.
• High-Volume Project Management: Experience using project management and collaboration tools to manage high-volume creative workflows and meet tight deadlines.
• Data Visualization Skills: Experience translating complex data, statistics, and policy reports into clear, engaging, and easy-to-understand infographics and visual reports.
• Stakeholder Management: Ability to initiate and maintain relationships across a diverse set of stakeholders. Proven ability to collaborate with and manage the expectations of diverse internal stakeholders, including executive leadership, program directors, and policy experts. Ability to present creative concepts persuasively, accept feedback constructively, and defend design choices with diplomacy and professionalism.
Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Candidates with no previous state service will begin at the starting rate of the salary range listed above.
