Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer is seeking candidates for an Education Finance Specialist 1, SG-18 position in the OFFICE/WORK UNIT. Duties of this position include, but are not limited to, the following:
• Assist in the annual update, testing, and implementation of State Aid and BOCES Aid data collection forms, automated edits, aid calculations, and system enhancements;
• Use the State Aid Management System (SAMS) to review school district and BOCES aid claim submissions to ensure the reasonability and accuracy of data used for aid calculations, projections, payments, and reporting;
• Research and analyze aid data, expenditures, revenues, pupil counts, and other operational information to identify trends, outliers, and the impact of changes to aid calculations;
• Assist in the development and implementation of post-edit claim verification procedures, risk-based reviews, and audits of district and BOCES aid claims and supporting documentation;
• Process revisions to school district and BOCES aid claims and assist in ensuring accurate aid payments and recovery of overpayments when required;
• Provide technical assistance and guidance to school districts, BOCES officials, agency staff, and other stakeholders regarding aid formulas, payment calculations, statutes, regulations, and reporting requirements;
• Assist in reviewing enacted legislation, developing guidance and procedures, and determining appropriate actions related to State Aid and BOCES Aid programs;
• Participate in the modernization and continuous improvement of SAMS and related business processes, including the incorporation of paper-based and ancillary processes into automated systems and;8
• Develop training materials, prepare reports and data extracts, and support communications with school districts, BOCES, State agencies, and Department staff.
• Assist with quarterly State Aid projection updates, special projects, database research, error resolution, and other unit responsibilities as assigned.
Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• Appointment to Education Finance Specialist Trainee 1: Four years of experience* calculating financial support, reviewing criteria and authorizing payments, auditing or reviewing fiscal transactions, monitoring and overseeing financial activity, or analyzing financial data in an educational entity regulated under federal or New York State education laws, rules, or regulations.
• Appointment to Education Finance Specialist Trainee 2: Five years of experience* calculating financial support, reviewing criteria and authorizing payments, auditing or reviewing fiscal transactions, monitoring and overseeing financial activity, or analyzing financial data in an educational entity
regulated under federal or New York State education laws, rules, or regulations.
• Appointment to Education Finance Specialist 1: Six years of experience* calculating financial support, reviewing criteria and authorizing payments, auditing or reviewing fiscal transactions, monitoring and overseeing financial activity, or analyzing financial data in an educational entity regulated under federal or New York State education laws, rules, or regulations.
*Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer to Education Finance Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.1 Transfer to Education Finance Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.1 Transfer to Education Finance Specialist Trainee 2: Candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.4 Transfer to Education Finance Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the eligible list for this title.
Section 70.4 Transfer to Education Finance Specialist 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or higher AND have standing on the eligible list for this title.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and are subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
Current starting salaries:
• $56,183 (Trainee 1- NS equated to SG-14)
• $62,694 (Trainee 2- NS equated to SG-16)
• $69,964 (Full Performance level SG-18)
This position leads to a maximum salary of $88,970 based on annual performance advances and traineeship advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
