Duties Description - Supervise the overall activities/operations at the Elmira Field Headquarters. This includes assignment of duties to staff, oversight of projects and work scheduling to complete necessary tasks.
- Field work will be required for this position including construction/trades duties, heavy equipment & tractor operation, and use of chainsaw.
- Will be required to operate medium to heavy duty dump trucks with equipment trailer to move materials and equipment to and from job-sites. Also to transport trucks, trailers, and equipment to maintenance facilities and assist with diagnosing mechanical issues. Must possess a CDL Class-B license at the time of appointment.
- Work with other NYSDEC programs, State Agencies and/or Municipalities to identify, initiate and complete targeted priority projects. This may also include the task of obtaining outside contractor/vendor help through the bid process.
- Ensure all necessary administrative record keeping and activity is maintained, accurate & current. This will include, but not be limited to, time sheets, invoices, procurement of goods & services, evaluations, training documents and warranties.
- Must be available to assist with emergency response to Flood Control events or other serious unforeseen Operations tasks.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotion:
You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).
Open Competitive:
Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work.
Or 2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.
Candidates may be eligible for competitive appointment via the following:
Reassignment Eligible - Currently in the title and an employee of DEC.
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law.
*Must have a Class B CDL at time of appointment. Must obtain a Class A CDL within 12 months of appointment with appropriate endorsements and no air brake restriction.*
Additional Comments Transportation needs of this position require use of a state vehicle and adhering to the Department’s Vehicle Policy. You must have and maintain a valid driver’s license for this position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must obtain a Class A CDL within 12 months of appointment with appropriate endorsements and no air brake restriction.
Will be subject to the Federal Omnibus Transportation Employee Testing Act (OTETA) of 1991, which requires employee testing for drug and alcohol abuse.
Must be able to lift and move objects up to 80 pounds.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
