Duties Description Typical duties may include but are not limited to:

As a Professional Engineer 1 (Civil/Transportation) in the Regional Construction Group, the selected candidate may either be assigned to an Engineer-In-Charge position on one or more active construction contracts or to a supervisory position in the regional construction office as assigned by the Regional Construction Engineer. Overnight assignments, night work and weekend work may be required to support construction operations. The duties include supervising consultant, and or State forces; managing construction activities to ensure compliance with contract requirements as well as Federal, State, and Local Laws, Rules and Regulations; assuring the contractor meets high standards of quality and workmanship and overall safety on the project.

Perform quality assurance reviews of active construction projects and prepare associated reports, provide support by answering technical questions, interpreting specifications, and facilitating timely communication, provide contract administrative support including review and approval of time extensions, overtime dispensations, and value engineering change proposals, interpret contract documents and resolve differences in interpretation. Coordinate and prepare official issuances related to specifications, construction inspection guidance, and engineering policies, provide technical training and presentations to various groups as needed, mentor subordinate engineers and/or technicians, participate in the review and resolution of construction contract disputes, complete special assignments as needed. Provide technical support and guidance to the Regional Planning, Design, and Maintenance Groups for both standard and emergency operations. Proficient in the identification of soil and rock types with an understanding of the applications of their associated engineering parameters, commanding a high level aptitude for the design, evaluation, and/or construction of various geotechnical elements and operations. Proficient in the use of the Department’s software utilized for the certification and/or documentation of subsurface exploration records, granular & stone material evaluation and test reports. Provide official certification of Regional subsurface explorations and soils laboratory test results, ensuring proper organization, long term storage. Assisting in the review or evaluation of claims and proposed design changes, providing classes for Earthwork Testing Certification, geotechnical related designs, and proper use of geotechnical related materials, and overseeing the IAST completion for earthwork testing.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Open Competitive:
Either 1. A New York State Professional Engineer's license and current registration and a qualifying bachelor's degree or higher as listed below;
Or. a New York State Professional Engineer's license and current registration and one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. All interested promotional candidates must complete their online application here: New
York State Career Opportunities in Engineering (ny.gov). There is no fee for this examination. The minimum qualifications are:

Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. The starting salary for this position is $116,534. This amount is comprised of an increased hiring rate of $103,034 with an additional geographic pay differential up to $13,500, specific to this title and location.

The maximum compensation for this position is $128,752. This amount is comprised of the standard job rate of $115,252 with an additional geographic pay differential of $13,500, specific to this title and location.

In addition, a Mid-Hudson Adjustment of $2,000 or a Downstate Adjustment of $4,000 may also apply depending on the location of the position.
