• Directs the quality assurance (QA) contractor and ensures compliance with approved QA plans and service-level agreements (SLAs).

• Oversees contractors' performance ensuring compliance with contract requirements.

• Signs off on all contractor deliverables and payments for services for the MECM Bureau.

Federal Compliance, Financial Management, and Reporting
• Directs, updates, and submits all federal documents for the program (e.g., cost allocation, alternative analysis, Monthly Status Reports, Advance Planning Documents [APDs], Operational Readiness Review [ORR], Certification Review [CR]).

• Monitors procurement and expenditures, and manages the use of resources including staff, equipment, and facilities.

Stakeholder Engagement and Resource Management
• Attends internal and external meetings with DOH staff, government representatives, and outside stakeholders – including the Office of the State Comptroller (OSC) and Centers for Medicare and Medicaid Services (CMS).

• Develops and oversees allocation strategies to maximize resource availability and use of cross-functional teams across State staff and contractors, including operational, technical, functional, and testing staff assigned to the program.

• Identifies staffing gaps and training needs and provision of training.
