Minimum Qualifications Qualifications include a Bachelor's degree in the field of
Limnology, Biology, Environmental Science or Ecology and
two years of professional research experience in water
quality analysis or lake management, OR a Master's degree
in the field of Limnology, Biology, Environmental Science or
Ecology and one year of professional research experience in
water quality analysis or lake management.

Duties Description Under the technical and administrative supervision of the
Lake Monitoring and Assessment Section Chief, Professional
Engineer 2, the successful candidate will be responsible for:
Water Quality and Limnological Tasks
Evaluate lake and stream water quality data for lake
assessments, pollutant trackdown, and evaluation of the
causes and sources of use impairments and water quality
problems, including HABs.
• Assist in the development of individual lake reports, PWL
fact sheets, and assessments developed for both DEC
staff and public use in support of public reporting
• Collaborate with other LMAS, DOW and Agency staff in
the analyses and interpretation of environmental data to
assist in developing in -lake water quality models, load
and wasteload allocations, and other water quality
evaluations in support of DOW and Agency initiatives
• Collaborate with other DOW and Agency staff in regards
to evaluation and interpretation of Agency permitting,
regulations and policies as they relate to lake
management activities under the authority of the Agency.
• Collaborate with other LMAS, DOW and Agency staff in
the development and implementation of new or modified
lake management-related policies, including those
directed to the management of water quality problems
(including nutrient inactivants and numeric nutrient
criteria) and invasive species problems (including aquatic
pesticides and benthic barriers)
• Provide technical assistance to lake associations,
managers, and the public in regards to lake management
activities, consistent with Agency policy and regulations
• Work with other LMAS and DOW staff to prepare papers
for publication in peer-reviewed journals
Citizens Statewide Lake Assessment Program and Lake
Assist LMAS staff and the NYS Federation of Lake
Associations (NYSFOLA) in the administration of the CSLAP
program, including site selection, development of training
and sampling materials, conducting volunteer training,
administering CSLAP contracts, coordinating laboratory
services, and managing other logistic tasks
• Coordinate HABs sampling and logistics with other LMAS
HABs program activities
• Review field and laboratory data and work with LMAS
staff to enter and extract data from the LMAS databases,
and work with other LMAS and Stream Monitoring and
Assessment Section (SMAS) staff to conducted shared
database updates and coordination
• Prepare program quality assurance documents, including
SOPs and QAMPs, in accordance with
• Conduct public outreach in support of CSLAP objectives.
including presentations at technical conferences and
periodic lake association meetings, website development,
and coordinating monthly committee calls with NYSFOLA
• Assist in analyzing data. developing content, and writing
lake and regional reports in support of EGL reporting
requirements and consistent with DOW reporting
• Assist other LMAS staff in lake sampling through the DEC
Lake Classification and Inventory (LCI) survey
HABs Implementation Program
Research the design and development of HABs mitigation
projects related to in-lake management activities, including
nutrient activation, algacides, hypolimnetic aeration, and
other physical, chemical and biological management actions
for reducing HABs impacts.
• Collaborate with consultants and other technical experts
working with DOW staff to conduct HABs mitigation projects

development of a HABs research agenda
• Collaborate with staff from the Bureau of Water Resource
Management to develop and implement the HABs
mitigation program that provides essential pollutant load
reductions in concert with other in-lake and watershedbased
state of the art management techniques.
• Participate in Agency review of proposed in-lake HABs
mitigation strategies for which DOW review and
permitting is required

• Strong familiarity with limnology, including recent
advances in limnological evaluation of cyanobacteria
blooms and innovations in lake management;
• Strong public speaking skills and ability to describe
complex issues to stakeholders and the public in simple
• Strong writing skills, with an emphasis on distilling
complex limnological evaluations for public understanding
of these issues;
• Competence in statistical analysis of large data sets;
• Good understanding of NYS water quality standards,
regulations and DOW technical, operational and guidance
documents as they pertain to lake management;
• Competence in GIS and skills in geospatial analysis of
environmental data
• Skills in relational databases and maintenance, including
skills in R or other programming languages
• Excellent interpersonal and oral communication skills;
• Willingness to participate in overnight travel during the
field sampling season
• Comfortable working in, trailering and operating canoes
and small power boats in a variety of settings, including
remote ponds and polluted urban lakes
• Ability to carry gear for up to a half mile over rough terrain
• Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position.
• Must be able to negotiate difficult terrain.
• Must be able to work in adverse weather conditions .
• Travel and overnight travel may be required.
• Must be able to lift and move objects up to 50 pounds.
