Minimum Qualifications Eight years of professional level work experience, four of which must have included managerial, decision-making and/or oversight responsibilities for a major health-related program or in the direction of a major administrative function of a large health-related organization. A bachelor’s degree may be substituted for four years of the general professional experience; a master’s degree in an appropriate field may be substituted for an additional year of that experience.

Preferred Qualifications: Strong organizational, communication and interpersonal skills; critical thinking analytical and writing skills, ability to manage multiple priorities; experience in managing programs and supervising staff; excellent presentation and team building skills. The preferred candidate would be knowledgeable about health services, public health issues, existing and proposed health care provider payment issues and methodologies at the Federal and State level, and governmental Certificate of Need processes, and will have five years of managerial expertise in the area of health care facility financing mechanisms.

Duties Description The Deputy Director will function as one of two Deputy Directors of the Center for Health Facility Planning, Licensure, and Finance within the Office of Primary Care and Health Systems Management. The Deputy Director will assist the Center Director to lead, manage and supervise all programs, functions and responsibilities within the Division of Health Economics and Provider Assistance (DHEPA). Reporting directly to the Director, the Deputy Director will: Assist in the oversight of all administration and operations activities of the Center; Assist in program management, staff planning, development, and mentoring of new contract and state supervisory level employees within the Division; Assist the Center Director in articulating OPCHSM’s vision, goals and initiatives applicable to the Division and Center; Assist the Center Director in leading and overseeing the Division’s assessment and recommendation of the annual operating cash needs of financially distressed safety net hospital providers within the State for purposes of Budget development; Lead meetings in conjunction with Division management and staff with safety net providers regarding their financial challenges and requests for state operating cash assistance, and status and progress on identifying and implementing sustainability plans; Assist the Center Director in leading and managing the Division’s financially distressed provider assistance programs including over $130 million annually appropriated for programing to health care facilities under for the Vital Access Provider (VAP) program, and about $600M to hospitals through the Vital Access Provider Assurance Program (VAPAP) and Value Based Payment Quality Improvement Program (VBP-QIP); Assist the Center Director in leading and overseeing Division management and staff functions related to all OPCHSM capital grant programs including over $3 billion in grants authorized or to be authorized under the Capital Restructuring Financing Program, the Essential Provider Support Program and the multiple phases of the Health Care Facility Transformation Programs (HCFTP), including up to $700 million through the Kings County HCFTP to develop an integrated delivery system for central and northern Brooklyn, and $300 million through the Oneida County HCFTP to construct a new replacement hospital; Assist the Center Director with management and oversight of the Health Facility Restructuring Pool loan program that is jointly administered with DASNY, including interacting with DASNY and eligible providers, and making recommendations regarding loan authorizations to eligible Article 28 facilities; Lead and direct a process for making recommendations for provider requests for advance of Medicaid funds in accordance with a policy and protocol developed in conjunction with the Department’s Office of Health Insurance Programs and the Division of Budget; Lead and direct ad hoc requests for financial analyses of health care providers from key internal stakeholder groups including OPCHSM executive management, chamber and Division of Budget; Assist the Center Director to review existing and develop new written policy, procedures and regulations if applicable, involving the Department’s authorization of long term debt for health care providers, both for new money and refinancing purposes, that are consistent with statutory and other legal requirements and OPCHSM’s goals, while also controlling for the potential growth in Medicaid capital reimbursement; Assist with the management of the financial capability and feasibility aspects of the Certificate of Need (CON) Program that requires prior approval of more than 3,600 Article 28, Article 36 and Article 40 health care facilities to undertake major construction and expansion, change in ownership, mergers or consolidation, or change in licensure and services; Lead meetings with major provider associations and other stakeholders in the CON program to develop policy and regulatory measures to streamline the financial review and processing of CON applications while recognizing statutory requirements and limitations; Assist the Center Director in serving as a technical advisor to DASNY in their role as a major public bond issuer; Assume responsibility in the absence of the Center Director.
