Minimum Qualifications A bachelor’s degree in a human services field, hospital, healthcare, public, or business administration, or related field; and seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, two years of which must have included managerial experience in at least one of the following areas:
• Policy development for a statewide mental health, public health, health care, and/or managed care program.
• Quality control, quality assurance, or quality improvement in a mental health, public health, health care, and/or managed care program.
• Program planning, design, implementation, or evaluation in a mental health, public health, health care, and/or managed care program.
• As a county director of mental health.
A master’s degree in a human services field; hospital, healthcare, public or business administration; or a related field may be substituted for two years of the general and one year of the specialized experience.

Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill an anticipated vacancy for the non-competitive, policy influencing position of Mental Health Program Manager 1, M-4, to function as the Director of the Bureau of Strategic Clinical Solutions and Intervention in the Division of Integrated Community Services for Children and Family Services.
Under the general direction of the Associate Commissioner and clinical guidance of the Medical Director of the Division of Integrated Community Services for Children and Family Services (Psychiatrist 3), the Mental Health Program Manager 1 directs the Bureau of Strategic Clinical Solutions and Intervention. The incumbent is responsible for ensuring that all prevention, early intervention, and clinical initiatives align with a public health approach of promotion, prevention, and intervention that reflects a developmental framework and resilience model based on family driven and youth guided care. The incumbent also ensures the latest developments in research related to the mental health of children and their families are actively incorporated into policy, and are supported and disseminated to the highest extent possible. The incumbent oversees and influences the interface between the clinical aspects and the operational implementation of new programs and guides changes to existing programs to reflect the best knowledge in the field of children’s mental health.
Specific duties include, but are not limited to:
Engages in executive level management planning, policy and decision-making to lead and guide the operational implementation of the clinical aspects of new programs and services, as well as changes to existing programs and services, which comprise the children’s mental health system.
Oversees Implementation of Community-Based Interventions in Primary Care Settings.
Oversees Implementation of Community-Based Interventions in Educational Settings.
Oversees the initiation and operational implementation of newly created clinical initiatives, providing clinical consultation.
Represents the Division of Integrated Community Services for Children and Family Services on clinically relevant committees and workgroups. Conducts liaison activities with other State agencies, counties, consumers and their families and other citizen groups to foster the implementation of Division initiatives and cross-system collaboration.
Works cooperatively with other child-serving systems such as the NY State Education Department, the Office of Children and Family Services, the Office for People with Developmental Disabilities, the Office of Alcohol and Substance Abuse Services, and the Department of Health in order to lead, support and encourage the integration, implementation and delivery of clinically sound care for children.
Works cooperatively with the Division’s Medical Director and national provider member organizations such as the American Academy of Pediatrics and the American Academy of Family Physicians to increase the level of integration between physical health and behavioral healthcare.
Provides training and information to Division staff regarding the operational implementation of clinical and treatment programs. Lead the development of early childhood mental health training.
Works collaboratively with OMH affiliations with academic institutions, providing immediate access to the Division to research and information. Leverages the use of data to develop and implement best practices in the field of children’s mental health.
Manages appropriate use of fiscal and staff resources. Works with staff to develop resource allocation methodologies for personal service and non-personal service, and manages the system’s use of these resources throughout the fiscal year.
Supervises Bureau staff. Reviews and evaluates performance, recommends training, and mentors employees to ensure optimum work performance. Plan and organizes Bureau staff meetings. Oversees and advises the Field Office Regional Children and Youth Coordinators. Plan and organize monthly meetings with field office coordinators.
