Minimum Qualifications Eight years of law enforcement investigative experience or field investigative* experience, of which at least two years must have been in a supervisory capacity.

Substitution: An Associate’s degree may be substituted for two years of law enforcement investigative or field investigative experience;
OR a Bachelor’s degree may be substituted for four years of law enforcement or field investigative experience.

Regardless of any substitution, all candidates must have at least two years of supervisory law enforcement investigative experience or field investigative experience.

*Field investigative or law enforcement investigative experience is defined as independent investigative experience and includes the following activities: interviewing and interrogating witnesses; collecting and analyzing data and evidence; writing and summarizing case narratives; and testifying at administrative hearings and criminal proceedings.

Non-qualifying experience includes: Routine police patrol work, traffic enforcement, building surveillance, tax collection, collection of delinquent accounts, skip tracing, credit checking, auditing, employment interviewing, hotel or store detective, correction officer, guard inspector or security related positions or in any other position which does not involve the level of field investigation as those positions described above WILL NOT be considered qualifying experience.

Must possess a valid NYS Driver’s License.

Duties Description • Supervise and coordinate the daily and weekly operations of the Triage Incident Review and Assignment Unit.
• Monitor staff coverage needs and approve time-off, sign timesheets and complete evaluations for all Triage Investigation and support staff.
• Train new employees in the process and techniques required in the performance of their job.
• Provide direction to staff on policies, procedures and investigative strategies.
• Supervise the SOA Case Review process for Triage Investigators to ensure the offenses and determinations made by the SOAs validate their determinations and to ensure complete investigations.
• Ensure that confidentiality of information gathered during the investigative process is maintained.
• Collaborate with the Office of General Counsel on complex cases recommended to be substantiated.
• Provide support and supervision of Investigator 2’s during SOA investigation reviews process.
• Ensure Investigator 2s and Investigator 1s maintain confidentiality and ensure proper safety procedures are followed during Subject searches in the CONNECTIONS State Central Register.
• Provide assistance to the Justice Center Field Investigation Unit.
• Act as a liaison and coordinate investigative activities with law enforcement officers from various agencies.
• Provide business process information to Information Technology liaisons to ensure efficient operations.
• Supervise the Quality Assurance checks using information contained in the Business Intelligence Application.
• Collaborate with the Performance Management Continuous Improvement team to review processes for improvement.

Additional Comments The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies. The following list outlines several of the Justice Center’s key responsibilities:
•Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
•Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
•Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
•Centralize and perform functions relating to criminal history background checks.
•Investigate serious allegations of abuse and neglect.
•Prosecute criminal acts of abuse and neglect.
•Analyze abuse patterns and trends in order to prevent future occurrences.
