Minimum Qualifications Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Project Manager 1; OR current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service in a position at SG-21 or above and eligible for transfer under section 52.6 of the Civil Service Law.

1. Seven years of project management experience which must include Planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); Initiating; executing; controlling; and, closing. This experience must include the development of significant project management deliverables such as scope statements, schedules, budgets, quality plans, risks plans, and, communications plans, and completion of twenty-one contact hours of project management training within the last six years; or,
2. Associate degree and five years of the required experience as described in option 1, and completion of twenty-one contact hours of project management training within the last six years; or,
3. Bachelor's degree and three years of the required experience as described in option 1, and completion of twenty-one contact hours of project management training within the last six years; or,
4. Master's degree and two years of the required experience as described in option 1, and completion of twenty-one contact hours of project management training within the last six years; or,
5. Current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM) and five years of the required experience as described in option 1, and completion of twenty-one contact hours of project management training within the last six years; or,
6. Current certification from the Project Management Institute as a Project Management Professional (PMP), PMI Agile Certified Practitioner (PMI-ACP), or Program Management Professional (PgMP).

Duties Description The Project Manager 1 will work closely with program staff and other stakeholders and be responsible for coordinating, planning, and documenting the OGS/IT projects throughout the agency. Responsibilities include:
• Develop and communicate project management plans and documents to coordinate and support the subset of program projects.
• Participate in developing and finalizing project plans to define basic scope statements, and document basic project requirements.
• Coordinate with program teams to determine project start and end dates and establishes critical milestones within the project schedule.
• Schedule, attend, and follow up on project status meetings. Communication progress and project expenditures.
• Develop and maintain quality metrics concerning the project performance against expected outcomes.
• Complete project templates to support each project on the portfolio to maintain consistency.
• Assist in conducting project studies and surveys.
• Develop and implement targeted initiatives designed to enhance and strengthen organizational performance and capacity;
• Facilitate the ongoing development, implementation and associated reporting of Key Performance Indicators across the Agency;
• Perform additional duties as requested and assigned.
