Minimum Qualifications •A Bachelor’s degree and 3 years of professional level project leadership experience, all of which must have been at the supervisory level and included oversight of complex projects.
•Three years of experience using all phases of a recognized system development life cycle (SDLC) or project management life cycle (PMLC) methodology
Duties Description The Assistant Manager of Project Management is responsible for, but not limited to, the following duties:
• Oversee all aspects of the project management function at NYSTRS according to NYSTRS project management methodology
• Oversee and lead the continued evolution of the project management program, including the development and refinement of policies, practices and processes to ensure alignment with the NYSTRS Mission, Vision, Strategic Objectives and enterprise goals
• Oversee the continued development of the project prioritization process at NYSTRS, partnering with appropriate stakeholders as needed
• Develop a process for identifying, collecting and presenting project resource utilization data
• Oversee the collection and maintenance of project data in the project portfolio for the purpose of reporting and decision making
• Be an advocate for project management and prioritization throughout the organization
• Oversee appropriate training for project managers and staff involved in the project management process
• Advise executive and management staff on project management functions
• Supervise project management staff to ensure all projects are monitored and delivered in a consistent fashion and in accordance with NYSTRS policies, procedures and guidelines
• Research and recommend project and portfolio management tools that align with NYSTRS requirements
• Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies

• Advanced knowledge of project management methodologies and processes
• Microsoft Project Management software
• Advanced communications skills, both oral and written
• Excellent interpersonal skills

• Understanding of budgets and business-planning
• Experience working in a leadership capacity for a public sector organization
• Ability to build strong working relationships across all levels of the organization and work effectively with others
• Ability to organize and prioritize work in a dynamic and complex environment to meet deadlines and daily requirements
• Problem-solving aptitude
• Ability to speak to large audiences and at all levels of the organization
• Collaborative work ethic
• Strong leadership and mentoring skills
• Experience leading cross-functional/ cross-departmental teams including, but not limited to, project management areas
