Minimum Qualifications • Seven or more years of experience as a project and/or program manager on complex information technology projects involving multi-entity project teams and multi-million-dollar budgets, including managing requirements analysis, design, development, testing, and implementation activities as well as project management activities across multiple releases. This experience must include at least one year of supervisory experience.
• Strong verbal and written communication skills, with an ability to express complex information and concepts to stakeholders, technical staff, consultants/contractors and end users.

Preferred Skills

• Five or more years of experience implementing projects utilizing industry standard system life cycle methodologies including iterative project planning, design, development.
• Two or more years of experience managing project resources on blended teams with New York State and/or New York City resources.
• One or more years of experience with technology delivery and/or capabilities for human/social services applicants and recipients.
• Well-organized, structured, and detail-oriented with an ability to operate in an environment with multiple and diverse stakeholders and handle challenging organizational issues.
• Knowledge of, and experience with, Systems Development Lifecycle (SDLC) methods such as waterfall, Rational Unified Process (RUP), and Agile, Scrum, etc.
• Project Management Professional (PMP) certification.
• Bachelor level college degree with coursework in Information Technology, Project Management, and/or Communications.

Duties Description The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.

The Project Manager will work under the direction of the Program Management Deputy Director to manage the initiation, planning, execution, and closeout of projects and programs related to the mission and objectives of the Integrated Eligibility System. The Project Manager is expected to demonstrate a high degree of initiative, independence, business acumen, technical acumen, communication skills, and team-building skills.

Daily activities will include, but are not limited to:
• Defining and managing project scope, schedule and budget on specific projects and programs.
• Managing and being accountable for project routines such as meeting coordination, risk register, issues list, action items, decision log, and project repository.
• Leading project resources in a matrix managed organization within the IES Program and across stakeholder groups.
• Functioning as a facilitator to clarify business and technical requirements and decision making.
• Negotiating with senior management on resource allocations and project priorities.
• Providing regular project status reports to identified audiences and stakeholders as determined.
• Managing project teams in the development of business cases, requirements gathering, communication plans, business documentation, technical documentation, testing plans, deployment plans, and risk mitigation strategies.
• Managing project financials at a detail level for employees, consulting resources, and non-personal services costs.
• Maintaining all requisite project systems of record at a detailed level, ensuring project documentation is current, and updating document repositories with key project artifacts.
• Identifying project risks, project dependencies, and project issues and then providing alternatives to mitigate impacts to scope, schedule and budget.
• Coordinating cross-agency architecture groups to ensure that the planning, design, and delivery of projects and programs match the framework and standards of the IES Program.
• Interacting and communicating with project teams, state agencies, and Social Service Districts to ensure that project objectives are understood and that roles are well defined.
• Providing regular reporting to senior level management to include IES Program Director, Project Sponsors, Program Steering Committee, Executive Steering Committee and other key stakeholders.
