Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the Promotion examination are: you must be a qualified employee of New York State and have had three months of PERMANENT competitive, or non-competitive (including 55-b/55-c) service as an: Assistant Drill Rig Operator, Assistant Land Surveyor 1, Assistant Land Surveyor 2, Drafting Technician, Drill Rig Operator, Engineering Technician, Environmental Engineering Technician 1, Environmental Engineering Technician 2, Senior Drafting Technician (all parenthetics), or Senior Engineering Technician (Soils).

After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

The minimum requirements for taking the Open Competitive examination are:

Either
1. TWO years of experience assisting in engineering or engineering technology, architecture or architectural technology, environmental technology, landscape architecture/design, materials laboratory technology, drafting or surveying, AND graduation from a high school or possession of a diploma issued by a recognized educational authority;

Or
2. an associate’s degree in mathematics, physical science, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, or electronics;

Or
3. a certificate in CAD/CAM, construction technology, drafting, engineering, engineering graphics, or electronics** issued by a regionally accredited college or university and ONE year of experience as listed above in # 1;

Substitution:

Either: 36 semester credit hours of college course work in mathematics, physical science, engineering or engineering technology, architecture or architectural technology, construction technology, environmental technology, landscape architecture/design, drafting, forestry, surveying, aeronautics, electronics or electronics technology may be substituted for experience at the rate of 18 semester credit hours equaling ONE year of experience listed above in #1;

Or: graduation from a high school technical education program (recognized by the New York State Education Department as meeting acceptable program practices and standards) in CAD/CAM, construction technology, drafting, engineering, engineering graphics, or electronics may be substituted for ONE year of experience listed above in #1.

** Certificates from Trade or Technical Schools will be accepted only if they are institutions that are regionally accredited or recognized by the NYS Department of Education as following acceptable educational practices.

Duties Description The Region 3 Design Group is filling a Senior Engineering Technician (SET) position. SETs work with engineers and higher-level technicians in either highway design, bridge design, bridge inspection or survey teams. SETs may be assigned to other groups throughout their career.

SETs assigned to a highway or bridge design team in the Regional Office will assist engineers and higher level technicians with the design of simple projects or parts of more complex projects; prepare special specifications; use CADD to prepare and revise maps, drawings, details and contract plan sheets; prepare and check quantity computations; calculate estimated project costs; perform field investigations including data collection and field measurements; incorporate field data into project designs, details, plans and reports; prepare portions of written reports, special notes and supporting documentation; and assist with final assembly of project plans, estimates and supporting documentation.

SETs assigned to the Bridge Safety Assurance Unit will assist engineers and higher-level technicians in the inspection of bridges, culverts, overhead sign structures and other transportation elements; assist in collecting field data; assist in the preparation of portions of inspection reports; and perform field investigations. They will work several months outside assisting with inspection activities. They must be able to work in an outdoor environment, traverse steep slopes when necessary, enter water drainage courses, carry and setup inspection equipment and work in close proximity to traffic.

SETs assigned to the Survey/Right of Way Mapping Unit will perform field surveys under the direction of a Survey Crew Chief. They will work year-round outside with occasional office visits to process computerized survey data. They must be able to work in an outdoor environment, traverse steep slopes when necessary, enter water drainage courses, assist with surveying hard pavement features (roadways) and work in close proximity to traffic. SETs may lead small project survey parties. SETs will install, use and maintain electronic survey equipment such as Total Stations, digital levels, GPS data collectors and LiDAR equipment; and assist in the use of survey data collection and processing software. SETs will setup temporary work zones for survey activities.

SETs assigned to the Geotechnical Engineering Unit will perform technical geotechnical engineering work under the direction of the Regional Geotechnical Engineer. They will perform field investigations, prepare reports, maintain inventories of soil boring logs and records, and collect material samples for testing in our lab or by others.

At the time of appointment and continuously thereafter candidates must be able to demonstrate their ability to meet the travel requirements of the position by maintaining a valid license to operate a motor vehicle in New York State or having access to reliable transportation.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
