Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the current Civil Service Eligible List for this title; OR have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Duties Description POSITION DESCRIPTION:
The Office for People With Developmental Disabilities (OPWDD) is seeking an individual to work in the OPWDD Division of Person Centered Services’ Waiver Unit. This supervisory position will have the opportunity to work on various projects including but not limited to the development of specialized services for individuals with intellectual and/or developmental disabilities (IDD).
PRIMARY DUTIES AND RESPONSIBILITIES:
The incumbent will supervise staff in the Managed Care Operations area and be responsible for the following program areas:
• Development of policies related to specialized IDD services and access to cross systems services, including collaboration with sister agency and internal OPWDD staff to ensure successful program implementation.
• Development of language for the managed care Specialized IDD Plan/Provider Led (SIP-PL) implementation, including contracts/amendments and the coordination with NYS Department of Health (SDOH) regarding amendment and processing.
• Development of documents related to the Commissioner’s Transformation agenda, including but not limited to the federal Centers for Medicare and Medicaid Services (CMS) Draft Transition Plan, SIP-PL/M documents and program policies/procedure documents.
• New York Fully Integrated Dual Advantage/IDD (FIDA-IDD) Operations oversight.
• Liaison with agency communications unit to ensure stakeholder awareness and input into agency policies and goals regarding care management program changes.
• Supervision of professional staff.
The position will support numerous policy, analytical and operational initiatives within the Division of Person Centered Services’ Waiver Unit. The incumbent will be working closely with other division and agency staff in addition to sister agencies and the Centers for Medicare and Medicaid (CMS) in getting the transformation initiatives implemented successfully.
This position requires strong supervision, project management, organization, research, and writing skills; public speaking will also be required.
