Minimum Qualifications Formal Qualifications

Three years of relevant experience in project planning, implementation, management or securing financial assistance for local governments; or a bachelor’s degree in project planning and management, business management or a related field, and two years of relevant experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, as determined by the Corporation.

Possession of a valid New York State driver’s license.


Knowledge/Skills

Must be a self-motivated, responsible and organized individual who is able to work equally well independently or in a team environment. The ability to develop and implement solutions effectively is a plus. Excellent oral and written communication skills, including being comfortable making public presentations, are necessary. Ability to work effectively with government officials and the public are essential. Proficiency in Microsoft Word and Excel is also a prerequisite.

General knowledge/skill in the following areas is preferred:

• Experience in management of multiple or complex projects;
• Familiarity with the planning, design and construction of water/wastewater infrastructure projects; and
• Understanding of basic financing concepts, as well as the legal and administrative requirements, relating to infrastructure project implementation.

Duties Description The Community Assistance Liaison will work with local government officials, the public, regulatory agencies and various State and Federal agencies to assist in developing and implementing municipal water and wastewater infrastructure projects across New York State.

Essential Job Functions

• Assist communities with EFC’s programs and guide them through financial assistance program requirements including application preparation, sewer district formation, meeting environmental review requirements, consultant procurement, and Minority and Women’s Business Enterprise (M/WBE) compliance.

• Provide support and guidance to, and attend project meetings, including night meetings, with local government officials, as well as ensure regular and clear communication with such officials.

• Participate in, and present at, outreach events regarding EFC’s programs.

• Assist in the development and distribution of technical and administrative guidance documents regarding the development and implementation of wastewater treatment projects.

• Communicate and work with other State and Federal agencies to ensure coordination and awareness of each entity’s funding programs.

Additional Comments Working Conditions and Physical Abilities

Work is primarily performed in an office setting, with prolonged periods of sitting and fine manipulation skills required for computer use.

Travel to and observation of construction sites will be necessary on a periodic basis. Seasonal weather conditions and/or conditions associated with the specific site may be encountered. Site specific precautions may be necessary, as required by the site operator. Further, these inspections may require walking in office and industrial settings, climbing stairs, accessing/inspecting processes and equipment, and walking over rough/uneven ground.

Additionally, travel and flexible working hours are required as the position involves working in person with municipalities, outreach activities, evening meetings and overnight travel.
