Minimum Qualifications A bachelor’s degree AND five years of experience in the field of MWBD, or five years of marketing, business development, market strategy experience.
Preferred:
• MWBD and/or business development analysis experience with a state agency, public authority, government entity, or nonprofit organization.
• At least one year of experience as a supervisor or manager.
Substitution: The following substitutions for the experience described above may be applied as follows:
• A J.D. or master’s degree substitutes for one year of the experience described above.
• A Ph. D. substitutes for two years of the experience described above.
Duties Description Under the general direction of the Executive Director, Division of Minority and Women’s Business Development (DMWBD), the incumbent will lead the Business Development program. The incumbent will manage the subordinate team members, located throughout the state that provide technical advice and problem-solving assistance to economic/business development organizations and businesses, or prospective businesses, concerning a broad spectrum of economic development problems and issues.
The incumbent will lead the creation and development process; the execution and delivery of educational, networking; as well as other efforts that promote growth and opportunity for MWBE firms. Through outreach efforts, the incumbent will design and execute program delivery to agencies and prime contractors throughout New York State. Such activities will include but are not be limited to: creating a long term strategy and developing a project plan for the Business Development program and subordinate team members; identifying and disseminating information on contracting opportunities; providing information and training related to tools for launching/expanding a business; developing and executing technical support efforts; marketing access to capital programs; and participating in and/or developing local/regional events and workshops. The incumbent will manage a team of business development program subordinate staff who are assigned regional areas for targeted support, while serving statewide MWBE program needs, as required. Statewide travel is required.
Duties include, but are not limited to, the following:
• Create, establish, develop, implement, execute, and manage business development projects and programs.
• Design and execute the preparation of customized MWBE business development and outreach efforts, based on the local needs of specific NYS regions, and develop strategic plans targeted for business development initiatives.
• Work with agency executive management in various state agencies, regional and local community business leaders, banks, and other related organizations throughout each NYS region, on all aspects of the MWBE program implementation.
• Develop research methodology, manage the research, and prepare reports on significant regional and Statewide economic development issues.
• Compile economic/business development information needed for program management and client service delivery purposes.
• Administer aspects of specialized business/economic development, promotional programs, and projects, such as grant programs, trade shows, site visit programs, etc.
• Prepare specialized information on incentives and other economic development tools specifically tailored to facilitate client business development (e.g. expansion, product or market diversification, etc.).
• Provide information needed by other Division units to ensure the participation of eligible firms in MWBE initiatives, including certification, business development, and training.
• Manage group projects to timely completion of deliverables by Business Development, and report to Executive Director on progress.
• Manage the subordinate, professional staff in the development and planning for MWBE-related events (expos, forums, conferences, etc.), coordinate workshops to promote growth and opportunity for MWBE firms and represent DMWBD at such events.
• Develop and provide trainings, workshops, education, outreach, and resource materials to agencies/authorities, municipalities, and other government agencies and businesses to access, find and identify MWBE contracting opportunities and business strategies.
• Provide support to agencies/authorities to develop innovative strategies to create opportunities for MWBE firms; including attending meetings with agencies/authorities to discuss progress, reporting, and follow-up activities.
• Identify business opportunities in contracting and in capital programs for MWBEs, and counsel MWBEs on business strategies.
• Identify prime contractors to create pathways for MWBE supply chain distribution networks, and identify firms that have success in NYS contracting.
• Monitor agency/authority procurements, RFPs, and contracting opportunities in NYSCS.
• Investigate and develop recommendations based on business development for firms, provide programmatic assistance, and prepare program reports.
• Represent ESD on behalf of the Division by participating on panels for various business seminars, agencies, authorities, community-based organizations, and business trade groups.
• Manage Program Operations:
o Direct, train, and evaluate subordinate program staff, located in different regions throughout the state, to ensure program development, service delivery, and administrative operations are executed with consistency.
o Establish and implement goals, standards, and priorities as part of a larger strategic plan for the Division.
o Delegate assignments to the program staff and follow-up to ensure assignments are being carried out with accuracy and are in accordance with operational guidelines, policies, and procedures.
o Coordinate with other managers in the Division to ensure that interfacing operations are functioning efficiently.
Additional Comments Salary Range: $100,000 (plus $3,026 location pay)
