Minimum Qualifications Candidates must be reachable for appointment on the Civil Service eligible list for Professional Engineer 1 (Civil/Transportation) or candidates must have one year of permanent competitive service in a title eligible for transfer under the provisions of Section 70.1 of the Civil Service Law.
PREFERRED QUALIFICATIONS:
One year of professional engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways or traffic management and safety systems. Under the NYS Education Department guidelines, all professional engineers must practice only in their area of competency or they may be subject to disciplinary action.
Duties Description The Canal Corporation (Canals) works in partnership with local, state, and federal entities to implement canal projects that meet the goals and objectives of the NYS Canal Recreationway Plan and the Erie Canalway National Heritage Corridor Plan. The projects are geared towards increasing public access and use of the Canal System, adding new and improved trail linkages and enhancing tourism and economic revitalization opportunities along the 524 miles comprising the Canal system. The New York State Canal System, includes the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain. Under the general direction of the Director of Construction Management, the Professional Engineer 1 (Civil / Transportation) will perform a variety of assignments including, but not limited to, the following:
• Performs professional level Civil engineering duties in support of Canal Headquarter operations including planning, design, construction and supervision.
• Supervises and administers the Canal Corporation’s Construction Management Program and multiple active construction contracts including emergency response when necessary.
• Monitors, rates, and reviews the civil engineering work of professional-level engineers including Engineers In Charge and Consultant Resident Engineers.
• Monitors progress of contracts, safety, and the quality of work performed; conducts and/or supervises field inspections; ensures that the provisions of the contract are met, and that timely payment is made to the contractor.
• Represents the Corporation with Federal, State, and local officials; establishes and maintains collaboration between Canal management, consultants, contractors, and other governmental entities regarding the construction program.
• Reviews plans, details, and specifications and estimates prepared for construction contract proposals.
• Works collaboratively with Corporation Engineering and Maintenance staff to develop future contracts and address field requirements.
