Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1.
Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment.
Section 70.1 Transfer to Education Finance Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.1 Transfer to Education Finance Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.4 Transfer to Education Finance Specialist Trainee 1: Candidates may be eligible for nomination for Section 70.4 transfer to Education Finance Specialist Trainee 1 if they have a standing on the Public Administration Trainee Transition (PATT) or the Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree AND are currently a New York State employee with one year of permanent competitive or 55b/c service in a title SG-11 or higher.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Education Finance Specialist 1 position in the Office of Accountability, ESSA-Funded Programs. The Office of ESSA-Funded Programs is responsible for the implementation of eight different programs funded under the federal Elementary and Secondary Education Act (ESEA) which generate approximately $1.4 billion in federal aid to New York State. Duties of this position include, but are not limited to, the following:
• Monitor the flow of documents from program offices and local agencies.
• Develop and deliver tracking on federal documentation requirements and procedures.
• Review records for compliance with State and federal laws and regulations.
• Prepare reports on performance and activities for State and federal control agencies.
• Provide technical assistance and training for program staff on policies and procedures and the use of State and federal computer systems and software.
• Participate in business process reengineering and designing and implement new technology management systems.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
*Leads to a salary of $71,980 based on annual performance advances.
