Minimum Qualifications Five years demonstrated progressive experience developing and executing budgets, comprehensive programs of financial policy and fiscal controls is required, with experience in a not-for-profit/government environment preferred. BS in Accounting or Business Administration required, CPA or MBA preferred. Possession of a CPA or MBA may be substituted for one year of experience.. Experience working in a hands-on environment with limited staff support and handling multiple priorities and deadlines is preferred.

Duties Description Under the general direction and supervision of the Executive Director, the incumbent will be responsible for managing and controlling all aspects of the fiscal, accounting, and budgeting functions of the organization. The incumbent will be responsible for the development of the Regulating District’s financial policy, budgets and financial plans, providing the Board, Executive Director, and executive staff with financial information and policy advice on all fiscal matters, and representing the Regulating District on all budgetary and fiscal matters with other New York State agencies and entities as required. The incumbent will also serve as Treasurer pursuant to the Regulating District’s bylaws, and will accordingly be responsible for duties set forth in Article 15 Title 21 of the Environmental Conservation Law and be responsible for the receipt, care, and disbursements of funds. The incumbent will also serve as the Regulating District’s designated contact/ purchasing officer for purposes of New York State procurement rules, guidelines, and statute.

Specifically, the incumbent will:
Develop, oversee and implement a three-year financial plan and budget in compliance with applicable statute and policy;
Ensure compliance with all applicable fiscal rules, laws, regulations, policy, and state requirements for accounting and mandatory reporting;
Calculate annual apportionments to downstream beneficiaries and facilitate payment from same;
Oversee and manage the development and evaluation of new methods to better manage resources and improve financial management through effective integration of budget formulation, budget execution, performance measurement, accounting and financial reporting;
Make reports to the Board at its regular meetings regarding the Regulating District’s finances and financial outlook;
Facilitate solicitation of bids and quotations as required, and ensure compliance with all applicable State procurement rules, guidelines, and statute;
Facilitate execution of contracts in accordance with applicable State procurement rules, guidelines and statute;
Supervise as necessary personnel assigned in support of the above tasks;
Develop (as necessary), maintain, revise, and ensure compliance with internal controls in accordance with Regulating District policy and applicable State policy and statute;
Perform other duties as assigned by the Board or Executive Director in the areas of finance, accounting, budgeting, management, administration or supervision.

Additional Comments SALARY AND BENEFITS
The salary range for this position is $99,415 to $125,629 with salary to be determined commensurate with experience.

The Regulating District offers an outstanding benefits package, including medical, dental and vision insurance, deferred compensation plan, State retirement, paid vacation, holidays, sick leave, and personal time. Official work station will be the Regulating District’s Albany office but may be changed to the Mayfield office at the discretion/ convenience of the Regulating District. Travel between the Regulating District’s offices and facilities may be required at the discretion/ convenience of the Regulating District.
