Candidates must meet the minimum qualifications listed below in order to be eligible for appointment.
Non-Competitive: Bachelor’s Degree* and seven (7) years of financial services experience with: 1) a regulated entity that has a regional, national, and/or international presence; or 2) a governmental regulatory entity. This experience must include practical and technical knowledge about State, federal and/or international financial services laws, rules and regulations. Two (2) years of the experience must have been at a managerial level.

Substitutions
Substitutions: a J.D. or master's degree may substitute for one (1) year of specialized experience; and a Ph.D. may substitute for two (2) years of specialized experience.
Duties Description The Department of Financial Services (DFS) is seeking a candidate to fill the position of Director Financial Services Programs 1 as a Supervising Examiner in the Health Unit. The duties of this position will include, but are not limited to, the following:
• Overseeing and/or assisting in the administration of the daily functions and supervision of Units which monitor the financial condition and statutory compliance issues of Article 42 Accident and Health Insurers, Article 43 Corporations, Health Maintenance Organizations and Prepaid Health Service Plans, as applicable (tasks include distribution of assignments, directing examiners’ work progress and monitoring quality and quantity of subordinates work product);
• Overseeing and/or assisting in the evaluation of licensing submissions for New York Insurance Law Article 43 corporations, Article 42 insurers and/or Public Health Law Health Maintenance Organizations by reviewing, as applicable, charter and by-laws, financial statements and projections, management and service agreements, qualifications of officers and directors;
• Overseeing and/or assisting in the monitoring of the financial condition of financially stressed, impaired and insolvent insurers and Health Maintenance Organizations, and evaluating plans to restore surplus (oversight of reviews of proposals for the sale or merger of distressed companies, including preparation of supporting papers for rehabilitation or liquidation);
• Assists in the overall supervision of the financial analysis performed by examiners on a quarterly basis as well as those performed in conjunction with prior approval rate applications;
• Analyzes the fairness and compliance with the law of various submissions made such as licensing and expansion applications, dividend and loan repayment requests, mergers and acquisitions;
• Oversees and assists with the Own Risk Solvency Assessment (ORSA) Reviews;
• Oversees Regulatory Unit and Field Unit compliance with NAIC accreditation standards, including reviewing multi-state analysis and exam files for quality and completeness. Suggests areas for improvement in terms of the coordination between the Analysts and the Field Staff;
• Assists with financial exam and market conduct functions as needed;
• Drafts for consideration new or revised statutes, regulations, circular letters and guidelines involving financial and corporate matters;
• Prepares and oversees responses to inquiries, periodic reports, and Docupace (file tracking) activities;
• Interacts with company officials and representatives of other state agencies at conferences, hearings and working groups regarding regulatory matters; and
• Makes appropriate use of subordinates, provides training and development of staff. Encourages staff to use all resources available including technology.
