Minimum Qualifications STATE EMPLOYEES:
Office of General Services employees who have permanent, contingent-permanent or 55 b/c status as a BSC Analyst 1 and are interested in reassignment; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as a BSC Analyst 1; OR current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service in a position at SG-13 or above and eligible for transfer under section 52.6, 70.1, or 70.4 of the Civil Service Law.*

Duties Description The Human Resources Information Technology (HRIT) Service Line within the Office of General Services Business Services Center (BSC) has been established to maintain HR systems that are utilized by the BSC and the BSC customer agencies and to ensure new HR systems meet the needs of the BSC and customer agency users. The HRIT Service Line is responsible for maintaining and addressing issues identified in the human resource information platform called Human Capital Management (HCM-NY) as well as the enterprise time and attendance system called LATS-NY. These platforms have enabled the BSC to provide HR services to Executive Branch agencies to meet their program needs as they migrate to the BSC for Human Resources services.
The HRIT Service Line also provides support to the HRMS Initiative by providing NYS subject matter expertise on NYS and BSC HR functions, participating in activities associated with the Fit Gap analysis, assisting with documentation and subsequent development related to the HRMS initiative which will further transform HR processes. The goal is to provide a cost-effective solution that advances the performance of the state government workforce while eliminating duplicative HR efforts and systems across state agencies.
The incumbent of this position will be responsible for serving on one of the HRIT teams and may be involved in tasks related to the maintenance and support of HCM-NY and/or LATS-NY as well as the support of the design, implementation, and production phases of the ongoing HRMS project.
Duties include, but are not limited to:
• Supervise staff in the performance of their duties, providing guidance and assistance in resolving escalated/complex issues.
• Create complex LATS-NY ad-hoc reports and assisting staff with the creation of less complex reports.
• Supervise and assist with system related transition activities related to onboarding new BSC customer agencies.
• Supervise and direct staff HR system configuration activities.
• Supervise staff in conducting UAT activities related to LATS-NY and HCM system changes and enhancements including writing and executing test scripts, working with relevant systems team to perform end to end testing and reviewing documented issues for discussion with management and others as necessary.
• Review reported HR system defects and escalate as necessary.
• Supervise requirements gathering activities related to report/query creation and system enhancements.
• Supervise staff in coordinating, setting up, requesting and tracking HR systems access for assigned BSC HR systems.
• Review and approve HR system Job Aids as needed.
• Supervise staff in updating and maintaining BSC owned HCM system tables and independently update complex tables as required.
• Working with the LATS-NY vendor to work through system issues and facilitate system changes (including writing up change request specifications) that are needed to meet BSC current and future customer agency business needs.
• Troubleshoot system defects and create tickets to address defects as needed.
• Complete special assignments as needed.
