Minimum Qualifications Permanent Transfer Candidates: Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G25 and deemed eligible to transfer under Section 52.6, or Section 70.4 (exam required after meeting Open-competitive qualifications.)

Provisional: Open-competitive qualifications: Bachelor’s degree AND four years of experience in the direction and management of a statewide, borough-wide, or multi-county HIV/AIDS program providing prevention, education, counseling and testing, health care, case management, or a variety of supportive services* to persons at risk for or living with HIV/AIDS, or providing education/training to HIV/AIDS service providers. This experience must have included prioritizing goals, implementing programs, and allocating resources. The candidate must also possess one year experience supervising professional level staff in the described settings.

* To be considered as qualifying, the supportive services program must have provided a range of services, which may include, but are not limited to, outreach, transportation, food and nutrition, housing assistance, health education, substance abuse counseling, supportive counseling, peer support, and translation services.

Preferred Qualifications:
Experience in/knowledge of HIV and STD prevention and care service delivery systems; experience overseeing HIV and STD service programs; program research and evaluation, grant management, data management; excellent communication and interpersonal skills.

Duties Description The Division of HIV/STD Hep. C Prevention (DOP) provides leadership in helping control the HIV epidemic in New York State by coordinating a comprehensive program for preventing the transmission and acquisition of HIV, STDs, and HCV and reducing associated morbidity and mortality of persons with HIV. The Division includes two Bureaus (the Bureau of Community Based Services and the Bureau of Special Populations), a Fiscal Management Unit, and an AIRS Data Unit. The DOP administers funding to community based organizations (CBO’s) charged with delivering HIV/STD/HCV prevention services consistent with the National HIV/AIDS Strategy, CDC’s High Impact HIV Prevention, New York State’s Prevention Agenda, and the NYS Ending the Epidemic Initiative; funds CBO’s to provide direct support services for HIV-positive persons, individuals who engage in high-risk behaviors, and persons of unknown HIV status at all stages of care to facilitate the provision of medical treatment and care and biomedical and/or behavioral change prevention services.

Responsibilities for the AIDS Program Manager 1 will include policy formulation, program planning, design and implementation, resource allocation, program evaluation, directing program management, supervising professional staff and representing the AIDS Institute and Division Director related to DOP programs and services. Other appropriate duties as assigned.

Additional Comments Permanent, full-time. Routine travel, including travel to areas that may not be served by public transportation, is required. 70.4 and Provisional candidates will be required to take and pass the next holding of the AIDS Program Manager 1 examination administered by Civil Service, in order to maintain continued employment as an AIDS Program Manager 1.
