Minimum Qualifications Qualifications:
Formal qualifications are not filed for this position. However, the following may be considered minimally acceptable: Admission to the Bar of the State of New York and at least ten (10) years of extensive and progressively responsible experience in the practice of law, a substantial portion of which must have been in the field of banking, financial services, corporate or regulatory law at a level appropriate to the General Counsel, Department of Financial Services position, i.e., at or near the executive level.
Appointment Method:
This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
Duties Description The Department of Financial Services is seeking candidates to fill the position of General Counsel, Department of Financial Services in its Executive Office. The incumbent of this position serves as General Counsel to the Superintendent of Financial Services and to the Department. This individual directs the activities of the Department’s Office of General Counsel. The incumbent renders opinions and advises the Superintendent in such areas as bank mergers; demutualization and other corporate transactions; Banking, Insurance and Financial Services Law; financial fraud and consumer services; the Department’s supervision of troubled institutions; and all other matters of law.
The General Counsel consults frequently with other Departments of the State and Federal governments, representatives of industry, legislators, and with the professional staff of the Department of Financial Services.
This position requires regular travel to Albany and other travel as needed.

Additional Comments Please note that positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.
Appointment to this position is pending Division of Budget approval to fill.
