Minimum Qualifications A Bachelor’s degree in mathematics, statistics, engineering, biostatistics, public health, epidemiology, public administration and policy, health economics, finance, social sciences or a related degree and four years of post-degree professional research experience in the appropriate field. OR a Master’s degree in one of the above fields and three years of post-degree professional research experience in the appropriate field; or a doctorate in the appropriate field and one year of such experience.

Preferred Qualifications
Work experience or coursework in statistics, mathematics, health economics, epidemiology, health or public policy, health administration, or health services research. Professional experience with research and/or evaluation studies or projects including: research question formulation, data collection and analysis, database management, research analyses and presentation of research findings. Experience performing research and analyses with large administrative and/or clinical data sets and presenting research findings. Experience with different research design methods and approaches for qualitative and quantitative analyses. Experience with SAS, SQL, and other analytical programming software, and Microsoft Office. HTML experience is a plus. Strong problem-solving skills is desirable. Excellent written and communication skills.

Duties Description The Research Scientist 3 in the New York State Department of Health's Office of Quality and Patient Safety, Division of Quality Measurement will help to ensure that all New Yorkers irrespective of their person and care setting will have access to health care services that are safe and of the highest quality consistent with the best available evidence. The Research Scientist 3 will serve as a mid-level researcher under the direction of senior staff to help the Office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means including research, evaluation, and health information analysis. The Research Scientist 3 will: utilizing several sources of data within the OQPS, contribute to and co-lead research studies and perform analyses to evaluate Managed Care, Managed Long-Term Care and/or Care Management programs using quality, utilization, satisfaction and/or functional data; actively engage in presenting and reporting research and evaluation results; contribute to formulating healthcare policy recommendations based on findings and submit manuscripts for peer review publication; supervise junior unit staff in research activities; contribute to the planning, design, analysis and reporting of bureau research, through formal reports and other materials for presentation of research findings; recommend and initiate research studies and analyses which will be used in the bureau's evaluation and improvement initiatives; and, support the OQPS research and evaluation agenda.
