Minimum Qualifications G-14 – Bachelor’s degree in public health, public administration and policy, epidemiology, statistics, mathematics, social sciences, engineering, health economics, finance or a related degree and one year of post-degree professional research experience in the appropriate field. Thirty graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.

G-18 – Bachelor’s degree in public health, public administration and policy, epidemiology, statistics, mathematics, social sciences, engineering, health economics, finance or a related degree and two years of post-degree professional research experience in the appropriate field OR a Master’s degree in one of the above fields and one year of post-degree professional research experience in the appropriate field.

G-22 - Bachelor’s in public health, public administration and policy, epidemiology, statistics, mathematics, social sciences, engineering, health economics, finance or a related degree and three years of post-degree professional research experience in the appropriate field; OR a Master’s degree in one of the above fields and two years of post-degree professional research experience in the appropriate field; or a doctorate in the appropriate field.

PREFERRED QUALIFICATIONS: Work experience or coursework in statistics, mathematics, epidemiology, public health or public policy. Professional research experience including: data collection and analysis, database management, statistical analyses and presentation of research findings. Knowledge of health care delivery systems, policies related to Medicaid, and quality improvement concepts and methodologies. Proficiency programming in SAS and/or SQL. Knowledge of advance statistical modeling techniques a plus. Excellent written and communication skills.

Duties Description The Research Scientist will perform a variety of research, evaluation, project management and analytical tasks designed to leverage clinical and health services data to evaluate quality of care and improve health outcomes. Specific duties include the following: contribute to and/or co-lead the planning, design, analysis and reporting of research, evaluation, and analytical projects that will provide new information and knowledge to inform system changes, quality improvement, and improve patient outcomes; develop statistical programs to abstract, cleanse, collapse, sort and merge data from large administrative data sources maintained by the Department; contribute to and collaborate with other researchers to produce meaningful reports, analytical tabulations and scientific articles for peer review publication; communicate findings with stakeholders internal and external to the Department; and assist in the response to analytical queries needed to address organizational priorities.
If appointed at the Assistant Research Scientist level, the incumbent will perform these duties under the technical supervision of a higher-level Research Scientist; if appointed as a Research Scientist 1, the incumbent will perform these duties under general supervision; if appointed at a Research Scientist 2 level, the incumbent will be expected to perform these duties with a considerable degree of independence.
