Minimum Qualifications Current NYS Justice Center for the Protection of People with Special Needs employee with permanent, contingent-permanent or 55 b/c status as a Vulnerable Persons Protection Specialist 1 and interested in reassignment; OR New York State employee with one year or more of permanent, contingent permanent or 55b/c service as a Vulnerable Persons Protection Specialist 1; OR New York State employee with one year or more of permanent, contingent permanent or 55 b/c service as a Child Protective Services Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.

Individuals with current 55b/c status who have an Associate Degree in a relevant field of study and 3 years of experience in either: 1) direct provision of services which includes the care, assessment, treatment, case planning, quality assurance, incident review or investigation, for person in facilities or programs covered by the Protection of People with Special Needs Act of 2012; or 2) the development, implementation or administration of a program which provides quality assurance, conduct incident reviews, investigate, or treat in facilities or programs covered by the Protection of People with Special Needs Act of 2012, OR a Bachelor’s Degree, or equivalent college degree, in a relevant field of study and 1 year of same experience mentioned above. You will need to supply a copy of your eligibility letter when responding to this announcement.

Duties Description This position is required to staff the 24-hour a day, seven days a week hotline. This vacancy is for an overnight shift and will be discussed at interview. Employees will perform the following duties:

• Receive information pertaining to allegations of abuse and/or neglect and/or significant incidents involving vulnerable persons from mandated reporters and others and make decisions to ensure the health and safety of the individuals who are the focus of the alleged abuse/neglect.
•Interview callers to elicit essential information from the reporter, including the problem, allegation and complaint, names and addresses of the parties involved, and any other details and/or information relevant to the alleged incident.
•Determine the immediacy and type of response needed based on the information received and on an initial risk assessment; ensure that appropriate and immediate protections have been implemented, and confirm all appropriate notifications are completed in accordance with applicable requirements.
•Evaluate reported allegation to determine if information is sufficient to constitute a reportable incident; redirect caller(s) to other appropriate agencies or entities when necessary.
•Document all aspects of the information received, the action(s) taken and the assessment conducted.

Additional Comments Position eligible for annual shift pay differential of $4,000 for overnight shift.

The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies. The following list outlines several of the Justice Center’s key responsibilities:

•Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
•Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
•Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
•Centralize and perform functions relating to criminal history background checks.
•Investigate serious allegations of abuse and neglect.
•Prosecute criminal acts of abuse and neglect.
•Analyze abuse patterns and trends in order to prevent future occurrences.
