Eligible List Appointment to Business Systems Analyst 1: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) Select Job Titles eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter. Candidates must possess a bachelor's degree or higher AND two years of business analysis experience where your primary duty was performing three of the five following activities:
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions);
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis);
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and feasibility Analysis, Change Management Analysis);
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
The following activities are not considered qualifying experience:
• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms;
• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc;
• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.;
• Development of instructional materials and classroom training; and
• Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Section 70.4 Transfer to Business Systems Analyst Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Business Systems Analyst Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55 b/c service in a title SG-11 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list AND possess a bachelor’s degree or higher.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated 16 or higher eligible to transfer under Section 52.6 of the Civil Service Law. PREFERRED QUALIFICATIONS: Preference may be given to candidates who have experience with the following:
• Collecting and documenting business requirements;
• Providing support to an organization or program by answering programmatic questions and providing assistance in using a software application(s);
• Assisting and/or conducting end user software testing;
• Software Development Lifecycle software (HP Quality Center/ALM, or other testing tools;
• Defect Management, Release Management; and
• Microsoft Office.

Duties Description The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education Services - Vocational Rehabilitation (ACCES-VR) is seeking candidates to fill a Business System Analyst 1 position to serve as Business Systems Analyst/Testing. This position will assist the NYSED team in creating and supporting an enterprise VR case management commercial off-the-shelf (COTS) solution that offers NYSED and their consumers an automated solution for hosting all VR case management needs and services. Duties of this position include, but are not limited to, the following:

• Work with the COTS vendor’s business analyst(s) to collect NYSED agency requirements, develop functional and technical requirements, create new business processes and support testing activities for NYSED;
• Participate in quality reviews, deliverable acceptance and support the testing effort through User Acceptance Testing (UAT);
• Provide input and review for all documents prepared by the Case Management System (CaMS) Redesign Project Vendor Business Team such as the requirements, workflow, use case documents, functional design documentation, testing and training plans;
• Schedule and participate in meetings with the vendor, participating agencies, agency staff and stakeholders;
• Assist in drafting communication to internal and external stakeholders, update and maintain all project documentation, and maintain requirement traceability documents;
• Work with the technical team in the design of the new system; and
• Provide on-going business support to ACCES VR staff utilizing the new case management system by participating in Joint Application Development (JAD) sessions, design reviews, answering questions, providing one-on-one or small group training, and documentation.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required for all candidates at the time of interview.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Business Systems Analyst 1, SG-18. The salary for candidates appointed to Business Systems Analyst Trainee 1 starts at $42,986 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

* Leads to a maximum salary of $71,980 upon completion of traineeship and through annual performance advances.
